Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Police Department’s existing indoor firing range in the lower level of Village Hall has been out of service since 2013 due to insufficient air flow and ventilation, as well as outdated and undersized mechanical equipment.  The Police Department requires a fully functional firing range in order to qualify its Police officers for use of firearms.  Off-site facilities were being utilized but are no longer available to the Village Police Department staff.

Fiscal Impact

The Fiscal Year 2020 CIP Building Improvement Fund account# 3012-43790-101-540673 provides funds for this work. 

 

If approved, the total contract amount with Master Design Build, LLC would not exceed $392,621.25 ($373,925.00 proposal price plus 5% contingency of $18,696.25 for unforeseen conditions).

 

It is also noted that a $400,000 grant from the State of Illinois was appropriated in the Build Illinois Bond 2 Fund to the Department of Commerce and Economic Opportunity for the Village for costs associated with infrastructure improvements at the police station.  Due to the pandemic, staff is awaiting a determination of the availability of this funding.  If it is not available to address the issues related to ventilation in the range, it may be available for future remediation activities that have been recommended to the Village Board to address lead cleanup and asbestos removal. 

 

Background

In 2013 an air quality and environmental consulting firm conducted various studies to determine whether the air flow and ventilation inside the firing range was sufficient.  Based on those studies, it was decided to close the firing range until plans for improved air flow and ventilation could be identified and implemented.  The existing mechanical equipment, which is original to the building, had become inadequate and outdated relative to modern firing ranges.

 

This project will allow the Police Department officers to once again utilize the firing range and have the ability to meet the annual qualification requirements.

 

In early 2020, staff issued a Request for Proposals for mechanical engineering service, and on May 18, 2020 the Village Board approved an Agreement with the engineering firm of Clark Dietz, Inc. to design mechanical improvements for the firing range.  The design documents were completed and submitted to the Village, and on July 22, 2020 staff issued a Request for Proposals for the installation of the new mechanical equipment. 

 

Proposals were due on Friday, August 14th, 2020, and a total of seven proposals were received from area mechanical contractors, including one M/DBE.  The lowest responsive proposal was submitted by Master Design Build, LLC.  Staff confirmed with low bidder that the scope is understood and price is good.  References were also contacted and they appear to be competent to complete the work satisfactorily.

 

Staff recommends approval of the Independent Contractor Agreement with Master Design Build, LLC, a M/DBE, to complete the work.

 

Alternatives

The Village Board can delay action to gain additional information.

 

Previous Board Action

Relative to this project, in May of 2020 the Village Board approved a Professional Services Agreement with the mechanical engineering firm of Clark Dietz, Inc. to design the mechanical improvements for the firing range.  This agenda item is for the continuation of that ongoing project.

Anticipated Future Actions/Commitments

Should the Village Board approve this Motion, staff will work with the contractor, the Police Department and the architectural firm of FGM Architects (recently conducted the space needs assessment for the Police Department) to ensure the project is completed on time and within budget, and that any additional opportunities for improvements to the firing range are identified by the architect.
