Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

In response to the severe storm that moved through the Village on August 10, 2020 and the significant cost of clean-up, staff is requesting an allocation of $6,000.00 from Fund Balance for Emergency Assessment and prioritization assistance from our Urban Forestry Consultant, Graf Tree Care Inc. d/b/a Great Lakes Urban Forestry Management.

Fiscal Impact

On February 27, 2020, the Village Manager approved an agreement with Graf Tree Care, Inc.  d/b/a Great Lakes Urban Forestry Consulting for $25,000.00.  On June 15, 2020 the Village Board approved a budget amendment to reduce this agreement from $25,000.00 to $17,500.00 as a result of the impacts of COVID-19.

 

If approved, the total amended contract cost with Great Lakes in 2020 would not exceed $23,500.00.  The $6,000.00 would need to come from fund balance.  Staff will be submitting a third quarter budget amendment to transfer the necessary funds for this reallocation. 

 

Background

On August 10, 2020 the Village experienced a severe thunderstorm with significant winds.  The storm damaged a number of trees within the Village.  Forestry staff and contractors continue to clean up from the event. 

 

Great Lakes Urban Forestry Management is the Village’s current urban forestry consultant.  They collect our inventory data and specialize in tree health and structure evaluation.  Staff requested they provide a proposal to survey the Village’s parkway trees.  This survey would assess damage from the storm and help prioritize work (see attachments).  It was requested that Great Lakes begins this work as early as Monday, August 24, 2020.  The Village Forester and Crew Chief could not complete this work as they were still managing the clean-up.  Staff was given emergency approval on August 21, 2020 to complete this work. 

 

Great Lakes has already completed their consultant work for the Village for 2020 and there is no funding available under their current purchase order.  The funds for this request will need to come from Fund Balance as there are no current accounts from which funding can be allocated.

The Village Board could delay action to gain additional information.
