Overview
Pursuant to a request from Mayor Abu-Taleb and an ordinance has been prepared to discuss and establish the compensation for Village Clerk following the April 2021 elections. The last time the Village Clerk's compensation was changed was in 2008 based upon an ordinance passed in 2004. Should the Village Board approve any change to the compensation for the Village Clerk, it will only become effective for the individual elected to office in April 2021.

Fiscal Impact
Subject to adoption of the ordinance, funds would be provided for in the FY21 General Fund budget. Currently, Section 2-1-6 of the Village Code provides:
"The compensation of the Village Clerk shall be as follows:
1. Effective for the term of office commencing in April 2005, and running through March 31, 2006, the Village Clerk shall be paid on the same biweekly pay schedule as regular full time employees of the Village at a rate of pay equal to seventy thousand one hundred twenty three dollars ($70,123.00) per annum.
2. The annual rate of pay for the Village Clerk shall be increased by three percent (3%) on April 1, 2006, April 1, 2007, and April 1, 2008.
3. The Village Clerk shall qualify for the same benefits and be subject to the same general work hour requirements as regular full time employees of the Village."
Background
Pursuant to Section 3.1-50-5 of the Illinois Municipal Code, 65 ILCS 5/3.1-50-5, all municipal officers shall receive the salary or other compensation that is fixed by ordinance and salaries or other compensation shall not be increased or diminished so as to take effect during the term of any officer holding elected office.
