Overview
There are eighteen Community Development Block Grant (CDBG) Resolutions and Agreements recommended which represent the allocation of funding for all the Board-approved projects for Program Year 2020. It is necessary to enter into the Program Year 2020 Subrecipient agreements with the agencies (Subrecipients) so that they can expend their CDBG grant funds. The Agreements clearly outline the terms and conditions of their grants with the Village and HUD.

Background
As an Entitlement Community, the Village of Oak Park receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for a variety of locally-determined projects. Normally the Village also receives Emergency Solutions Grant (ESG) funding; however, for Program Year 2020 HUD did not allocate any funds to the Village.
The following CDBG Resolutions and Agreements represent the allocation of funding for all the Board-approved projects for the Program Year 2020. It is necessary to enter into the Program Year 2020 Subrecipient agreements with the agencies (Subrecipients) so that they can expend their CDBG grant funds. The Agreements clearly outline the terms and conditions of their grants with the Village and HUD.

1. African American Christian Foundation with a $1,000 CDBG grant
2. Beyond Hunger with a $22,000 CDBG grant
3. Community Support Services with a $7,500 CDBG grant
4. Hephzibah with a $16,000 CDBG grant
5. Housing Forward Emergency Shelter with a $30,000 CDBG grant
6. Housing Forward Employment Readiness with a $10,000 CDBG grant
7. Housing Forward Homelessness Planning/Admin with a $11,000 CDBG grant
8. NAMI Metro Suburban with a $11,000 CDBG grant
9. New Moms, Inc. with a $16,328 CDBG grant
10. Oak Park Regional Housing Center with a $63,736 CDBG grant
11. Oak Park Regional Housing Center Administration with a $90,438 CDBG grant
12. OPRF Infant Welfare Society with a $21,000 CDBG grant
13. Sarah’s Inn with a $10,000 CDBG grant
14. Thrive Counseling Center with a $13,500 CDBG grant
15. UCP Seguin Public Facility Improvements with a $32,000 CDBG grant
16. Way Back Inn with a $2,847 CDBG grant
17. Way Back Inn Public Facility Improvements with a $6,740 CDBG grant
18. West Cook YMCA with a $12,000 CDBG grant
The Village invests part of its annual allocation of grant funds in Oak Park by allowing agencies to apply for a portion of these funds, and they submit grant proposals for funding each program year. The Community Development Citizens Advisory Committee (CDCAC) reviews each proposal and recommends funding levels to the Board. At the July 20, 2020 Board Meeting, the Village Board approved the CDCAC-recommended CDBG funding amounts for Program Year 2020 applicants.
The Agreements and Resolutions for PY 2020 CDBG Subrecipients indicate the funding level for each Subrecipient, as do the grant funding allocation amounts listed above.

Previous Board Action
The action to accept the CDCAC recommendations and make the draft Program Year 2020 Action Plan available for a five-day public comment period was approved by the Village Board on July 20, 2020.
Citizen Advisory Commission Action
The Community Development Citizens Advisory Committee (CDCAC) reviewed applications and made recommendations regarding CDBG applications for Progam Year 2020 funding. The Board approved these funding recommendations at the July 20, 2020 Board Meeting, and they became a part of the Action Plan that was submitted to HUD in August of 2020
Anticipated Future Actions/Commitments
After the Board approves the Resolutions and Agreements, and the Agreements are executed, Program Year 2020 Subrecipients can begin incurring costs and eventually can bill the Village.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME Program Consortium, the Village submitted the PY 2020 Action Plan in partnership with Cook County. Oak Park’s housing priorities are tied to Cook County’s.
