Background
Senate Bill 1863 was signed into law by Governor Pritzker on June 16, 2020. One of the provisions included in SB1863 was the designation of November 3, 2020 (election day) as a state holiday. Section IV (“Compensation”) of the Personnel Manual includes designated holidays observed by the Village of Oak Park. The Illinois Municipal League has filed a lawsuit regarding the statute in which it argues that it is an unfunded mandate to close government offices on election day. A hearing is scheduled in the case on October 15, 2020.
