Background

La Notte seeks the issuance of a Hotel Class A-2 Subsidiary Liquor License for the property located at 1120 Pleasant Street.  La Notte has been in operation as an Italian restaurant since 2016 in the Village at 118 North Marion Street and has held a B-1 liquor license since that time for the location.  La Notte will move its restaurant to 1120 Pleasant Street, which previously was occupied by Philander’s, LLC, DBA Barclay’s American Grille (“Barclay’s”).  Barclay’s held a Class A-1 liquor license at 1120 Pleasant Street.  The Carleton Hotel holds a Hotel Class A-1 Liquor License also for the property at 1120 Pleasant Street and Barclay’s liquor license was subsidiary to the license held by the Carleton Hotel.  La Notte now seeks to be the successor Class A-2 liquor licensee to Barclay’s.  La Notte proposes to open at its new location at the beginning of November 2020.

At its special meeting of October 12, 2020, the Liquor Control Review Board (“LCRB”) found that La Notte met all of the applicable requirements for the issuance of a Class A-2 license and voted to unanimously recommend that the license be issued.   Prior to the issuance of the license, the Village Code must be amended to include La Notte as a Class A-2 licensee.  As part of the proposed Ordinance, La Notte’s current Class B-1 Liquor License will be deleted from the Village Code and that license will be null and void.
