Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

This Ordinance proposes the fees charged for refuse, recycling and yardwaste collection and disposal in Fiscal Year 2021.  These services are provided by Waste Management to owners of residential property containing one to five units as well as Oak Park Institutional Facilities.  These new rates reflect the charges for collection per the contract with Waste Mangement and for disposal at the West Cook County Solid Waste Agency’s Regional Disposal Project.

Background

2021 will be the fifth year of the contract with Waste Management for refuse, recycling and Yardwaste collection.  The contract ends March 31, 2022.  Disposal costs, Village administrative costs, Village wide leaf pickup and an alley improvement fee are included in the proposed rates in addition to the collection costs.

 

The proposed monthly rates for 2021 include the following highlights:

The monthly refuse rate includes charges for:

1.                     Refuse Collection by Waste Management

2.                     Disposal Cost (a separate cost from Waste Management’s collection fees)

3.                     Villages Administrative costs

4.                     Leaf Collection program

5.                     Alley improvement fee

 

Notes:

 

1.                     The 2021 rates for Waste Management’s waste hauling services increased by 2.5% per contract. See attached notice.

 

2.                     The Disposal rates per the agreement with the Regional Disposal Project are projected to increase by 2.5%.

 

3.                     Refuse cart rates for the 96 and 64 gallon trash carts are proposed to increase by 2.50% to $29.06/month and $26.39/month respectively, to keep up with Waste Management’s fees, disposal costs and Village administrative costs. 

 

4.                     The Compost cart rate is proposed to increase by 2.48% to $15.68/month. To incentivize participation in the compost program it is recommended to keep the same incentive which provides the “first three months free” for first time users when agreeing to 12 months of service.  The 2021 fee charged by Waste Management is $15.92/month.

 

The Village would subsidize compost participants by $0.24 or 1.5% per unit per month. Total 2021 subsidy using the current number of compost cart participants (2,200) equates to $6,336.00. Based on an estimated 300 new compost participants for 2021, a subsidy of approximately $15,192.00 would be provided for new participants.  In an effort to encourage composting the Village is subsidizing this service.

 

5.                     Both Yard Waste and Refuse stickers are proposed to remain flat at $3.10 per sticker.  Approximately 45,000 yard waste and 30,000 refuse stickers are sold annually.

The Board can delay action to gain additional information.

 

Previous Board Action

Fees for refuse, recycling and Yardwaste collection and disposal were last increased at the Village Board meeting on November 18, 2019 for the year 2020.

Anticipated Future Actions/Commitments

The contract with Waste Management ends March 31, 2022.  Staff will be re-bidding this work in the second half of 2021 for the next contract for these services.

 

Intergovernmental Cooperation Opportunities

Oak Park Institutional facilities (Park District, Schools, and various other Village non profit agencies) are able to take advantage of these rates if the elect to do so.
