Recommendation
The Transportation Commission recommends installing “No Parking from 10 PM-6 AM seven days a week.” Residents must have a current Village vehicle license to override the restriction between 10 PM and 2:30 AM. For hours between 10 PM and 2:30 AM, the residents can request passes for their guests to override the restriction using the Passport application. Both residents and visitors staying past 2:30 AM and up to 6 AM would need to secure an overnight pass using the Passport application.

Fiscal Impact
Passes between 10 PM and 2:30 AM are free of charge. Residents can override the parking restriction with a valid vehicle license, and their guests can override the restriction with a temporary pass using the Passport application.
Between the hours of 2:30 AM to 6:00 AM, both residents and guests must utilize the Passport application to obtain an overnight parking pass. Residents and guests can obtain up to 10 passes a month. The first three (3) passes are free, and the remaining seven (7) are $7.00 each.
The proposed restriction will have a minimal impact to overall parking revenue streams.
Signage will be paid out of account #5060.43770.786.560634 (Street Sign Replacement).
Background
On November 4, 2019, the Village Of Oak Park received a petition signed by 12 of the 14 homeowners on the 1150 block of Wisconsin for “No Parking 11PM - 6AM Thursday through Monday restriction.”
The residents claim most disturbances are caused by patrons and customers of the Scoreboard Sports Bar and Grill located in Berwyn. Residents’ concerns include littering, playing loud music in the vehicles that causes sleep disturbances for the residents, a high volume of parked cars, public urination, and workers of the bar placing cones on the street to reserve parking for when their valet parking lot is full.
Parking surveys were conducted in September 2020, and the majority of vehicles parked belonged to non-residents of Oak Park. During the investigation of the block, considerable debris and alcohol bottles were seen on the ground.
Staff sent notification letters of the proposed parking restrictions to the 1150 block of Wisconsin. The letter also advised residents to write to the commission if they disagreed with the block’s proposed restrictions.
On October 13, 2020, Village staff brought this item to the Transportation Commission and the members were supportive of implementing the requested restriction with a broader scope.
