Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Fiscal Impact

There will be no fiscal impact. Staff is not requesting to increase the number of permits sold just to make the overnight parking zones more convenient.

 

Background

Pursuant to 15-1-2 of the Village Code, the Chief of Police has the authority to make or enforce temporary traffic and parking regulations to cover emergencies or special circumstances. Between March 13, 2020 and October 26, 2020, due to the Covid 19 emergency, the Chief of Police authorized the relaxation of all of the on-street daytime parking restrictions including street cleaning restrictions and the overnight parking restrictions. The restrictions are now being enforced due to the Village’s leaf collection and snow collection activities.

 

On July 27, 2020, the Village Board extended the relaxation of the overnight parking ban to September 30, 2020 and directed staff to bring back alternatives expanding overnight parking options. On September 21, 2020, staff presented a recommendation to expand the overnight parking zones, the Village Board requested the Transporation Commission to review the staff recommendation.

 

At the October 28, 2020, Transporation Commission meeting, staff reviewed the attached maps with the Commission. Staff presented a map showing where residents residents that purchase overnight on-street parking and maps of each overnight zone showing the proposed additional locations. Staff proposed expanding the geographic area of two zones Y6 and Y7 beyond the 500 foot limit but within 750 feet. In the remaining zones, staff proposed adding spaces within the current zone boundaries. The Transportation Commission supported staff’s recommended expansions of the zones additions with the exception of spaces located near Rehm and Barrie Park (which have been removed from the Map). The Transportation Commission reviewed the addition of spaces with in the remaining zones. They also had concerns on some of the smaller street recommendations which have since been removed. Based on the Transportation Commission feedback, staff has revised the zone maps consistent with the feedback and have attached them to the agenda item.

 

Alternatives

Remand the matter back to the Transportation Commision for further consideration.

On March 2, 2020, the Village Board amended the daytime parking restrictions in the pilot area to remove the  3 hour daytime restrictions from two residential blocks and add a 2 hour daytime parking restriction to the parking pilot area.

 

On October 15, 2018, the Village Board adopted the ordinance establishing the Parking Pilot Program

 

Citizen Advisory Commission Action

The Transporation Commission still plans to review the effectiveness of the Parking Pilot and may make further recommendations.
