Overview
The Public Works Department is responsible for repair and maintenance of all Village owned traffic control management equipment including traffic and pedestrian signals, sensor loops and control cabinets. A backup control cabinet is needed for temporarily replacement of any severely damaged cabinets in order to promptly put controlled intersections back into service. Staff recommends purchase of a backup control cabinet from Traffic Control Corporation.

Fiscal Impact
The Fiscal Year 2020 Capital Improvement Fund currently stands with $23,173.74 unencumbered in Traffic Signal Management account no. 3095-43780-101-570971.
In addition, the Traffic Signal General Contractuals account no. 1001-43720-752-530660 currently has a balance of $10,133.13. The project will use $6,501.26 of unencumbered funds from this account to cover the balance of the project cost.
Background
The Village is responsible for repair and maintenance of all Village owned traffic control management equipment including, traffic and pedestrian signals, sensor loops and control cabinets. A backup control cabinet has the capacity to fulfill a number of needed functions. Its primary purpose would be to provide emergency traffic control services to controlled intersections where there has been damage to or a failure involving the control cabinet that runs the traffic signals. This would temporarily keep the system operational until the current cabinet can be repaired or a permanent replacement can be installed.
Second, the unit could be used to troubleshoot components from other cabinets to pinpoint problems without sending them to a contractor for testing. Third, the unit could also reprogram controllers in the shop and then put them back into operation, eliminating the need to stop traffic at an intersection while reprogramming and checking the accuracy of the controller in the field. Fourth, the cabinet would come with a display test board. This would allow staff to use the unit to evaluate, train on new products, and demonstrate to the public how traffic signal controllers work during Public Works Open Houses.
Competitive bids were opened on October 16, 2020 in response to a call for bids for the Emergency BackUp Traffic Signal Cabinet Repurpose Project sent out on September 30, 2020. The low responsible bid was submitted by Traffic Control Corporation for $29,675.00. Staff previously put out a call for bids for this project on July 13, 2020 for which there was only one response of $35,897.20 submitted. The bid was rejected due to how expensive the bid was.
Traffic Control Corporation has done a variety of work for the Village. In addition, they are a supplier to the Village of traffic signals and components related to traffic control. They have continually provided quality work, products and support.
