Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. In January of 2021 Village staff requested bids for Water Reservoir Cleaning and Inspection Services for 2021. Liquid Engineering Corporation of Billings MT was the low qualified bidder. It is proposed to award a contract with Liquid Engineering Corporation.

Fiscal Impact
The Fiscal Year 2021 Water & Sewer Fund, Water Supply - External Support account no. 5040-43730-776-530667 provides a total of $76,100.00 for multiple contracts including this one.

There is sufficient unencumbered funding within this account to allocate to this project. Staff recommends an agreement with Liquid Engineering Corporation with a not to exceed amount of $30,000.00. The bid from Liquid Engineering Corporation is for $28,400.00. Staff is recommending an additional $1,600.00 be added to the agreement in the event there is additional cleaning of sediment that is above and beyond the original scope of work.

Background
The Village of Oak Park owns and maintains four underground drinking water reservoirs. The Illinois Environmental Protection Agency (IEPA) recommends that water storage tanks, such as reservoirs, be inspected and cleaned at least every five years. The Village's reservoirs were last inspected in 2016. In January of 2021 Village staff requested bids from qualified contractors to provide cleaning and inspection services for our reservoirs.
