Overview
As directed by the Village Board at the February 8th Village Board meeting, the Village is requesting that the Metropolitan Water Reclamation District of Greater Chicago (MWRD) approve deferring construction of the Green Alley Project which the Village was awarded a $475,000 grant for as per the Intergovernmental Agreement 19-IGA-14 until 2022 in order to reduce expenditures due to losses in revenues associated with the COVID-19 pandemic. MWRD requested a Village Board Resolution formally requesting to defer the project in order to consider any requests to defer the project since work was originally planned for 2020.

Fiscal Impact
Pending Village Board concurrence and MWRD approval, staff will include funds for the green alley project in the proposed FY2022 Budget from the Capital Improvement Fund and CDBG Fund. The costs of the project are estimated at $125,000 for construction management using CIP fund and $1,350,000 for construction costs using $475,000 in MWRD grant funds, $400,000 in CDBG funds, and approximately $475,000 in CIP funds.
Background
As discussed at the January 19th Village Board meeting and as directed by the Village Board at the February 8th Village Board meeting, the Village is requesting to defer construction of the Green Alley Project to 2022. In order to consider a request to defer the project to 2022, MWRD is requiring the Village Board approve a Resolution formally requesting to defer the project so that MWRD has some level of assurance regarding the Village's commitment to constructing the project in 2022.
