Overview
The Village contracts for security services at both the public parking garages and at Village Hall. The current contract is for the term of August 1, 2020, through July 31, 2021. Increased security staffing levels at Village Hall, due to COVID-19 protocols, have resulted in additional security expenses beyond the budgeted amount of $30,000. An increase of $25,0000 to the existing contract for a total of $55,000 is necessary.

Fiscal Impact
The FY 2021 General Fund budget provides $40,000.00 for security services at Village Hall (#1001-41300-101-530667). A budget amendment, requesting additional budget authority for FY 21 (Account #1001-41300-101-530667) is pending Village Board approval. Staff recommends increasing the Village Hall portion of the security services contract from a not-to-exceed amount of $30,000.00 to a not-to-exceed amount of $55,000.00. This adjustment will cover unanticipated security costs for the current contract period (08/01/20 - 07/31/21).
Background
During normal, pre-pandemic operations at Village Hall, security personnel only provided after-hours (post 5 p.m.) security services. Furthermore, security personnel has traditionally been present during early-voting operations held at Village Hall. During the covid emergency, with the gradual re-opening of Village Hall, security staff has been stationed in the Village Hall lobby during all normal business operating hours. The security staff has been tasked with the important function of assisting visitors and ensuring compliance with the Village’s COVID-19 protocols. This necessary and important work has resulted in additional costs. An increase to the existing contract is necessary.

Previous Board Action
On July 16, 2020, after a Request for Proposal process, the Village Board approved Resolution 20-156, authorizing an agreement with a new security vendor, Advanced Security Solutions, Inc., for a one (1) year initial period of time with two (2) optional one (1) year renewal periods.
Prior to July 2020, the Village contracted with Securitas Security Services USA, Inc. to provide security services. The Village normally issues a new Request for Proposals every 3 to 5 years. The Board approved the following contracts with Securitas.
On June 15, 2020, the Village Board approved Resolution 20-143, authorizing a one (1) month extension of the original agreement with Securitas Security Services USA, Inc.
On January 13, 2020, the Village Board approved Resolution 20-041, authorizing a six (6) month extension of the previously approved agreement with Securitas Security Services USA, Inc.
On December 10, 2018, the Village Board approved Resolution 18-1048, authorizing an additional renewal, for one year (2019), for the security agreement with Securitas Security Services USA, Inc.
On December 11, 2017, the Village Board approved Resolution 17-722, authorizing a second year (2018) for the security agreement with Securitas Security Services USA, Inc.
On October 17, 2016, the Village Board approved Resolution 16-341, authorizing a contract execution with Securitas Security Services USA, Inc.
