Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Attached is a draft copy of a twelve-month implementation guide for the Village Board Goals for 2021-2023 for review and discussion.  This item was reviewed at the June 24, 2021 Special Meeting of the Village Board and has been added at the request of President Scaman for further discussion.

Staff Recommendation

Staff has developed a guide for major actions to be presented to the Village Board during the next twelve months.  At each step, further direction from the Village Board will determine additional actions necessary related to the Village Board’s adopted goals.  As these are multi-year goals, staff will present an updated implementation guide following the FY22 budget approval to cover calendar year 2022.

 

Fiscal Impact

The implementation guide identifies a number of goals that will require an appropriation of funding as part of the FY22 budget process and identification in the Five-Year Capital Improvement Plan (CIP).  As part of the CIP and/or FY22 budget discussions, fiscal impact will be identified.

 

Background

Historically after an election with new members of the Village Board, goals are established.    The goals will inform the staff’s work in developing budget recommendations for the upcoming fiscal year unless a specific goal (such as several of the Sustainability goals) are already contained in the adopted budget. 

 

While the Board may have adopted a goal, if dedicated funding is required to achieve the goal, implementation will be dependent upon approval of the necessary budget appropriations.   In some cases, the Board may determine preliminary recommendations of staff should be referred to a Village Board Committee or a citizen commission for further review and recommendation back to the Village Board.

 

Alternatives

The Village Board could delay the discussion of the implementation plan until a later date.

 

Previous Board Action

The Village Board reviewed this item at the June 24, 2021 Special Meeting.  The Village Board held sessions on May 17, 2021, June 7, 2021, and June 14, 2021, to develop and review the Board Goals.

 

Citizen Advisory Commission Action

As noted above, the Village Board may elect to refer preliminary staff actions to citizen commissions for further review and recommendation back to the Village Board.

 

Anticipated Future Actions/Commitments

As noted above, if dedicated funding is required to achieve the goal, implementation will be dependent upon approval of the necessary budget appropriations.  

 

In addition, there may be some goals for which the Board elects to refer a preliminary staff recommendation to a Village Board Committee for further review and recommendation back to the full Village Board.

 

Intergovernmental Cooperation Opportunities

Some goals will be informed through work with other governmental bodies.
