On April 27, 2021, the Village of Oak Park received a parking petition to restrict resident permit parking on the 1150 block of South Harvey. Residents of the block have reported ongoing disturbances from patrons of a bar located in Berwyn. To implement permitted restrictions on a block, the petition must be signed by residents representing at least 75% of the street frontage where the restriction is being requested. This petition was signed by residents representing 76.73% of the street frontage.

The Transportation Commission recommends restricting parking to residents on the 1150 block of South Harvey between the hours of 10:00 p.m. and 2:30 a.m. from Fillmore Street to the alley north of Roosevelt Road. Residents must have a current Village vehicle license to override the restriction between 10 pm and 2:30 am. For hours between 10 pm and 2:30 am, the residents can request passes for their guests to override the restriction using the Passport application. Both residents and visitors staying past 2:30 am and up to 6 am would need to secure overnight parking passes, using the Passport application.

The fiscal impact of this recommendation is minimal and would only entail the cost of the fabrication and installation of parking restrictions signage.

 

Background

On April 27, 2021, staff received a Petition for Permit Parking Restrictions to install “Resident Permit Parking on the 1150 Block of South Harvey Between the Hours of 10:00 pm and 2:30 am.” A copy of that petition is attached.

 

The residents maintain that most disturbances on the block are caused by a sports bar located in Berwyn at 6319 Roosevelt Rd. Residents have reported intoxicated patrons, littering, and excessive noise for the past several months. Furthermore, Oak Park Police have been involved in multiple incidents that have occurred on the 1150 block of South Harvey.

 

On May 7, 2021, staff installed temporary signage stating, “No Parking Friday - Sunday 10:00 pm to 2:30 am” to calm the disorder until both the Transportation Commission and Village Board could review the submitted petition.

 

Oak Park residents can override the parking restriction with a valid vehicle license, and their guests can override the restriction with a temporary parking pass using the Passport application. Passes between 10 pm and 2:30 am are free of charge. Between the hours of 2:30 am to 6:00 am, both residents and guests must utilize the Passport application to obtain an overnight parking pass. Between November 1 and March 31, residents and visitors are eligible for up to 10 parking passes a month. The first three (3) parking passes are free, and the remaining seven (7) are $7.00 each. Between April 1 and October 31, residents and visitors are eligible for up to 15 parking passes a month. The first three (3) parking passes are free, and the remaining twelve (12) are $7.00 each.

 

Alternatives

Send back to the Transportation Commission or deny the Recommended Motion.

On November 2, 2020, the Village Board approved Motion 20-068, a Motion to Concur with the Transportation Commission’s Recommendation to Adopt a “No Parking 10 PM - 6 AM, Seven Days a Week Restriction” on the 1150 Block of Highland from the Alley North of Roosevelt Rd. to Fillmore Street, on Both Sides, and Install Signage for Said Limitation.

 

On November 2, 2020, the Village Board approved Motion 20-069, a Motion to Concur with the Transportation Commission’s Recommendation to Adopt a “No Parking 10 PM - 6 AM, Seven Days a Week Restriction” on the 1150 Block of South Cuyler from the Alley North of Roosevelt Rd. to Fillmore Street, on Both Sides, and Install Signage for Said Limitation.

 

Since these restrictions were imposed on the two streets, residents have reported improved conditions and are satisfied with the results. 

 

Citizen Advisory Commission Action

On June 8, 2021, Village staff brought this item to the Transportation Commission. The Commissioners supported implementing “Resident Permit Parking Only This Block 10:00 pm to 2:30 am on the 1150 Block of South Harvey from Fillmore Street to the alley north of Roosevelt Road.”
