Overview
Overview
In response to the COVID-19 pandemic, under the emergency declaration per Resolution 20-43, which expired on June 15, 2021, the Village Manager was authorized to enter into Temporary License Agreements to allow local restaurants to utilize parking spaces for outdoor dining without a fee. The Village Manager executed a Temporary License Agreement with the Beer Shop that expired on July 1, 2021. The Beer Shop is requesting an extension of the Temporary License Agreement until October 31, 2021, and an assignment to the new owner.

Recommendation
Approve the Resolution.

Fiscal Impact
Due to the COVID-19 pandemic, the Village waived the outdoor license fees for the 2021 season.

Background
During the spring of 2021, the Village worked with several restaurants to set up outdoor dining locations in Village-owned parking spaces. Due to the emergency declaration in effect at the time, the Village Manager was authorized to sign temporary license agreements. The original Temporary License Agreement with the Beer Shop expired on July 1, 2021, due to a pending sale of the business. Village staff intended to execute an extension and assignment of the agreement with the new owner. In early July 2021, the Village was notified of the sale of the business and an extension of the Temporary License agreement was requested. The Temporary License Agreement currently before the Board extends the license until October 31, 2021, consistent with all other non-traditional outdoor dining locations and allows for an assignment to the new owner.
