Overview

The Engineering Division has been working with the Site Design Group on the design of a proposed traffic calming and landscaping project on Forest and Ontario since late 2019.  Due to COVID-19 and other staff priorities, work on the design was suspended for most of 2020.  Additional costs for the design work are needed due to increases in the project’s scope for street resurfacing and costs associated with delaying the project.  The amendment adjusts the existing contract from $56,736 to $66,736.

Fiscal Impact

The FY2021 Budget does not include funds for this change order.  Pending Village Board concurrence staff will present a Budget Amendment for the $10,000 needed for this change order at the next quarterly Budget Amendment to transfer the funds from the Capital Improvement Fund, Public Works - Engineering, for Project Engineering account no 3095-43780-101-570706 to the Capital Improvement Fund, Public Works - Engineering, Traffic Calming Improvements account no. 3095-43780-101-570955.

 

Background

Per the Planned Development Ordinance for the Albion Development, the Village received $340,000 for the municipal arboretum and North Forest Avenue traffic calming project.  The funds are intended to be used to enhance the area nearby the development with additional landscaping and for traffic calming. 

 

Staff has met multiple times with the residents on Forest Avenue north of the Albion development and has collectively developed proposed improvements to calm traffic, improve pedestrian safety, add landscaping, replace deteriorated pavers, and restore the residential character of the area north of the development with changes to street lighting.  The additional scope was added to the project to include the resurfacing of Forest and Ontario Streets due to the extremely poor condition of Ontario Street.  An exhibit depicting conceptual improvements is included in the attachments. 

 

The Engineering Division has been working with the Site Design Group on the design of this project since late 2019.  Due to the COVID pandemic and other staff priorities at the time, work was suspended on the design for most of 2020, and construction of the project was deferred. 

 

The amendment is needed to pay for additional work required for engineering work associated with resurfacing Forest Avenue and Ontario Street which was added to the project’s scope due to the deteriorated pavement conditions ad to account for the delay in the design work associated with the COVID pandemic. 

 

The project is intended on being bid later this fall and a construction contract is presented to the Board for consideration later this fall or in early winter.  Construction of the project would start in the early spring of 2022. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the Village Board meeting on September 16, 2019, the Village Board approved a Professional Services Agreement with Site Design Group, Ltd. for the Design of Traffic Calming and Landscaping Improvements for the Forest and Ontario Area, in an Amount Not To Exceed $56,736 as Reviewed at the September 9, 2019, Special Meeting.

 

At the Village Board meeting on October 2, 2017, the Village Board Adopted an Ordinance Granting a Special Use Permit for a Major Planned Development for a Mixed-Use Development with Residential and Commercial Uses at the Property Located at 1000 Lake Street.    

 

Citizen Advisory Commission Action

The Historic Preservation Commission has reviewed the proposed project at its September 9, 2021 meeting and has issued the project a Certificate of Advisory Review.
