This Ordinance proposes to prohibit right turns on red at the intersection of Lake Street and Marion Street. The Lake Street streetscaping project included implementing an all pedestrian phase at the Marion and Lake Street intersection to facilitate pedestrian crossings. The all pedestrian phase requires No Turn on Red restrictions in order for pedestrians to safely cross in all directions. The Ordinance will revise Village Code 15-1-15 to establish prohibiting right turns on red at the Marion and Lake Street intersection.

Fiscal Impact
There is no fiscal impact to prohibiting right turns on red.

Background
As part of the recently completed Lake Street streetscape project, an all pedestrian phase was added to the Lake and Marion and Lake and Forest intersections. An all pedestrian phase is when all vehicular traffic gets a red light to allow pedestrians to cross all at once in both the east-west and north-south directions. Based on traffic simulation models adding these all-pedestrian phases would have little impact on traffic flow but would allow improved pedestrian mobility and safety.

In order to accommodate the all pedestrian crossing phase of the signal and protect the safety of pedestrians crossing in all directions, right turns on red must be prohibited. The intersection of Lake Street and Forest Avenue was already prohibited from right turns on red per Village Code.
