Fiscal Impact

The Fiscal Year 2021 budget, Building Improvement Fund Account No. 3012-43790-101-540673 includes $25,000.00 for architectural design work for renovations to the South Fire Station.  The services also include construction administration and project closeout.  The funding for the construction and balance of related architectural services are proposed in Fiscal Year 2022.

The total proposal cost was $30,750.00.   An additional $1,537.50 (5%) is being requested to cover any unforeseen conditions bringing the total architectural services cost to $32,287.50.

Background

This project involves renovating the locker room, bunk room, and restroom at the South Fire Station to provide required equitable amenities for female employees and to improve the conditions in the restroom and locker room for all current and future fire dept. staff.

The South Fire Station was built in 1962.  In recent years, the restroom has experienced repeated plumbing issues with failing fixtures, drain obstructions, and insufficient water pressure.  The lockers and locker room floor are in poor condition and the current bunk room floor plan does not accommodate female employees.  These modifications are aligned with the Fire Department’s goal of recruiting and retaining a diverse workforce that reflects the values of the Village Board and the larger community.

Staff issued a Request for Proposals (RFP) for professional architectural services on June 30, 2021.  The RFP was advertised in the Wednesday Journal and on the Village web page.  Proposals were due on July 16, 2021.  A total of six (6) proposals were received.  The proposal scope, cost, similar project experience, and other factors were considered.  The most favorable proposal was submitted by Studio GC Architecture + Interiors.  The proposal cost was $30,750.00.

Anticipated Future Actions/Commitments

If approved, design work would begin as soon as the Agreement is fully executed.  Staff would issue an Invitation to Bid for construction in late November or early December.  Staff expects to return to the Village Board for review and approval of a General Contractor at that point.  Construction would commence in early 2022, pending funding approval.
