Overview
This project includes the replacement of water meters and the upgrade of water meters with new register heads. This project is an effort to replace older water meters that have outlived their service life. In addition, this project will allow the water metering system to move towards Advanced Metering Infrastructure which is an effort towards a Smart City initiative. The low responsible bidder was Calumet City Plumbing & Heating Co., Inc.

Fiscal Impact
Funds for this project are in the Fiscal Year 2021 Water & Sewer Fund budget account numbers 5040-43730-777-570707 ($850,000.00) and 5040-43750-781-570707 ($850,000.00). Funds are also proposed in the Fiscal Year 2022 budget in the same account numbers for an additional $2,300,00.00.
Background
The Village of Oak Park has 12,500 water meters in its system and continually services water meters as necessary to bill for water usage. This project includes the replacement of over 3,000 water meters and the upgrade of approximately 5,500 water meters with new register heads. Water meters have an expected life of 15-20 years of service. Meters older than that tend to become inaccurate and under record actual water consumption.
At the end of this contract, all water meters two-inch and smaller will have 90-day data logging ability and be compatible with the proposed Fixed-Base Radio Reading System. Both meter replacement/register head upgrades along with the installation of the Fixed-Base Radio Reading System will meet the goal of installing Advanced Metering Infrastructure (AMI). This project will also allow for the consideration to move to monthly billing for water and sewer usage.
This project will be in alignment with the Village Board goal of reducing the Villages non-revenue water.
Competitive bids were opened on October 14, 2021, for the 2021-2022 Water Meter Replacement Program, Project # 21-136. The project was advertised locally and with area construction bulletins. Three bids were received. The low responsible bid was submitted by Calumet City Plumbing and Heating Co., Inc. in a base bid amount of $1,149,993.00. Calumet City Plumbing and Heating Co. Inc. has completed this work for the Villages of Lansing and Burnham, Illinois, and the Cities of Naperville and Joliet, Illinois most recently. This contract work is for the installation of the water meters. The Village will be supplying the water meter parts.
This project is scheduled to run from November 2021 through December 31, 2022.
Alternatives
The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On September 20, 2021, the Village Board approved the purchase of water meters and register heads in the amount of $901,741.30.

The Village Board will be requested to consider future water meter purchases and contractor assistance to maintain the AMI.
