Overview

A change order is needed for the contract with Swallow Construction for the Oak Park Avenue Water and Sewer project south of Madison Street due to additional costs for concrete base replacement, additional sewer repairs, and additional water service replacement work above the contract quantities.  The additional work amounted to $241,032 and adjusts the contract from $2,415,524 to $2,656,556.  There are savings in the water and sewer project on the north half of Oak Park Avenue to cover these costs.

Fiscal Impact

There are available funds in the FY2021 Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for sewer main improvements, account no. 5040-43750-781-570707 to fund the $25,000 needed for this change order and $216,032 available in Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements, for water main replacement, account no. 5040-43730-777-570707 needed for this change order from savings in the 21-20 project on Oak Park Ave. 

 

Background

The project involved lining the sewer on Oak Park Avenue from Roosevelt Road to Garfield St, replacing the water and sewer mains from Harrison Street to Van Buren Street, and replacing the water main from Van Buren Street to Jackson Boulevard.  During construction there was additional work required for replacing deteriorated concrete road base, additional work needed to repair the brick sewer being lined south of I-290, additional sewer services needing replacement beyond what was included in the contract, and additional work for maintaining access for the Southtown business district. 

 

The additional work on this project amounted to $241,032 and increased the contract amount from $2,415,524 to $2,626,556.  Final contract dollar amounts were not known at the time of the work and were determined while closing out the contract in September. 

 

There are savings from the other water and sewer project that occurred this year in the north half of Oak Park Avenue, Project 21-20, to cover the extra costs for this change order. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the February 16, 2021, regular meeting the Village Board approved a Contract with Swallow Construction Corporation for Project 21-19 Oak Park Avenue Water and Sewer Main Improvements-South Contract, in an amount not to exceed $2,415,524.
