Competitive bids were opened on October 28, 2021, for the 21-1 Lemoyne Relief Sewer Project.  Fourteen contractors picked up bid documents and eleven bids were received.  The low responsible bid was submitted by Trine Construction Corp. in an amount of $1,610,000. The project includes installing a relief sewer on Lemoyne from East Avenue to Edmer Avenue to improve sewer capacity and reduce the occurrences of sewer backups.  The Village received a $500,000 grant for this project from the Metropolitan Water Reclamation District (MWRD).  Work is scheduled to start in March of 2022.

Fiscal Impact

The FY2021 Budget includes $800,000 for construction of this project in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707.  The remaining $810,000 needed for this project is included in the recommended FY2022 Budget in the same Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707. 

 

The Village will pay for the work and be reimbursed by MWRD up to the $500,000 grant amount.

 

Background

The Village’s Combined Sewer System Master Plan Report identifies a number of larger relief sewer projects to improve the performance of the Village’s combined sewer system which will reduce the frequency and severity of sewer backups into basements.  Relief sewer projects were scored on a benefit to cost ratio in order to prioritize these large improvements. 

 

The Lemoyne relief sewer project involves installing a new 30”-36” diameter sewer on Lemoyne from East Avenue to Edmer Avenue to improve the capacity of the sewers along the adjacent 1100 and 1200 north blocks of Fair Oaks, Elmwood, Rossell, and Edmer Avenues and reduce the likelihood and severity of sewer backups in the basements on these blocks.  The work includes connecting to an existing sewer on East Avenue which will require an approximately 30-feet deep excavation.  Construction is planned to start in March of 2022 and be completed by July.

 

Pending Village Board approval of the contract for this project, the contractor will order materials in late 2021 to secure pricing and ensure on-time delivery of materials considering the current long lead times and volatile market for materials.  

 

The Village received a $500,000 grant for this project from the Metropolitan Water Reclamation District of Greater Chicago.   

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the June 24, 2021, regular meeting the Village Board approved an Intergovernmental Agreement between the Village of Oak Park and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation and Maintenance of the Lemoyne Parkway Relief Sewer Project.

 

At the February 3, 2020, regular meeting the Village Board approved a Resolution Authorizing the Submission of a Metropolitan Water Reclamation District of Greater Chicago Stormwater Partnership Program Application for the Lemoyne Street Sewer Project.
