Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Consolidated Annual Performance and Evaluation Report (CAPER) is a HUD-required document that Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) grantees must submit each year. The 2020 program year (PY) ended September 30, 2021, and this Draft PY 2020 CAPER must be released for public comment before it is submitted to HUD on December 30, 2021.

Background

The Village of Oak Park, as an Entitlement Community, receives an annual Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) and uses the funds for locally determined projects. In Program Year (PY) 2020 HUD awarded $1,665,837.00. The Village is limited to allocating 15% of total CDBG allocation to Public Services and 20% to administration. The Community Development Citizen Advisory Commission (CDCAC) reviews the Public Services applications and makes recommendations annually to the Village Board for their approval.

 

The Comprehensive Annual Performance and Evaluation Report (CAPER) provides an annual performance report on the use of Community Development Block Grant (CDBG) awarded grant funds, as outlined in the Annual Action Plan. Subrecipient agencies and interdepartmental reports enable an assessment of the Village’s overall performance. The CAPER fulfills U.S. Department of Housing and Urban Development (HUD) statutory and regulatory program reporting requirements and provides HUD with the necessary information to assess the overall program performance and accomplishments against planned goals and objectives for each program year.

 

The Consolidated Annual Performance and Evaluation Report (CAPER) must be completed each year by Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) entitlement grantees such as the Village of Oak Park. The Village must allow the opportunity for CAPER responses in order to be compliant with the HUD Consolidated Planning Regulations. The 2020 program year ran from October 1, 2020, to September 30, 2021, and this 15-day Draft PY 2020 CAPER comment period will run from November 18 to December 2, 2021. The CAPER is due to HUD on December 30, 2021.

As a member of the Cook County HOME Consortium, the Village submitted the PY 2020 Action Plan in partnership with Cook County and will provide Cook County with a copy of the final PY 2020 CAPER.
