The Engineering Division requested a proposal from V3 Companies to provide construction engineering services for the Lemoyne Relief Sewer project.   V3 Companies performed the design of the approximately 30-feet deep sewer connection and manhole on this project and has previously provided construction engineering for similar sewer projects in the Village involving deep excavations and complex construction methods and is best qualified to perform this work.  Construction management work would start in late 2021 with the majority of the work occurring in the spring of 2022 during actual construction of the sewer project.

Fiscal Impact

The FY2021 Budget includes $70,000 for this work in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707.  The remaining $50,640 needed for this project is included in the recommended FY2022 Budget in the same Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707. 

 

Background

The Engineering Division requested a proposal from V3 Companies to provide construction engineering services for the Lemoyne Relief Sewer project.   V3 Companies performed the design of the approximately 30-feet deep sewer connection and manhole on this project and has previously provided construction engineering for similar sewer projects in the Village involving deep excavations and complex construction methods and is best qualified to perform this work.  V3 Companies are one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.  The not to exceed cost for the construction engineer work for this project is $114,725. 

 

The project is proposed to be constructed starting in late March of 2022 and be completed by early July.  Pending Village Board approval of the separate construction contract for this project, the contractor will order materials in late 2021 to secure pricing and ensure on-time delivery of materials considering the current long lead times and volatile market for materials. 

 

The Lemoyne relief sewer construction project involves installing a new 30”-36” diameter sewer on Lemoyne from East Avenue to Edmer Avenue to improve the capacity of the sewers along the adjacent 1100 and 1200 north blocks of Fair Oaks, Elmwood, Rossell, and Edmer Avenues and reduce the likelihood and severity of sewer backups in the basements on these blocks.  The work includes connecting to an existing sewer on East Avenue which will require an approximately 30-feet deep excavation. 

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On September 20, 2021 the Village Board approved a Three-Year Master Agreement with V3 Companies, Ltd. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
