The Engineering Division requested a proposal from Edwin Hancock Engineering Co. to provide design and construction engineering for the 2022 Resurfacing of Various Streets project.  Edwin Hancock has previously designed and managed local street resurfacing projects in the Village and is most qualified to perform these services.  Design work for the project would start in January of 2022 so that the street resurfacing project can be designed in the spring with construction occurring in the summer and fall of 2022.

Fiscal Impact

The proposed FY2022 Budget includes $342,000 for the design and construction engineering work for this project in the Capital Improvement Fund, Public Works - Engineering, Capital Improvements, Local Street Construction account no. 3095-43780-101-570951. 

 

Background

The Engineering Division requested a proposal from Edwin Hancock Engineering to provide design and construction engineering services for the 2022 Resurfacing of Various Streets project.  Edwin Hancock has previously completed design and construction engineering for similar local street resurfacing projects in the Village and has done an excellent job at a competitive rate and is best qualified to perform this work.  Edwin Hancock is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process. 

 

The 2022 Resurfacing of Various Streets construction project is proposed to be funded with $400,000 in Federal CDBG funds and $1,500,000 in State DCEO grant funds.  The project consists of resurfacing approximately 16 north-south blocks and 12 east-west blocks of local streets throughout the Village.  A draft 2022 CIP map showing the locations for resurfacing as well as a list of the locations for this project is attached for reference.  Final locations will be determined during design once estimated construction costs are determined.  Construction is anticipated to start in the summer and last into the fall of 2022.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with Edwin Hancock Engineering Co. for Professional Engineering Services with an Option to Renew the Agreement for up to two (2) additional one (1) Year Periods.
