Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Engineering Division requested a proposal from V3 Companies to provide design and construction engineering for Project 22-1, Sewer Improvement.  V3 has previously designed and managed water and sewer projects in the Village and is most qualified to perform these services.  Design work for the project would start in December so that the project could be designed in the spring with construction occurring in the summer and fall of 2022.  The project includes sewer replacement and street reconstruction on Kenilworth from Lake to Ontario, Thomas from Grove to Linden, and Lenox from Elmwood to Ridgeland.

Fiscal Impact

The FY21 Budget includes $175,000 for engineering for the Kenilworth, Lenox, and Thomas sewer projects in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707.  The proposed FY22 Budget includes $100,000 for engineering for these projects to fund the remaining $60,607 needed for this work in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707. 

 

Background

The Engineering Division requested a proposal from V3 Companies to provide design and construction engineering services for the proposed 2022 Sewer Improvement project 22-1.  The project includes combined sewer main replacement and roadway reconstruction at three locations in the Village.  The sewer main on Kenilworth from Lake Street to Ontario is planned for replacement due to failing conditions and the roadway needs reconstruction.  The sewer on Thomas from Grove to Linden is also in need of replacement due to failing conditions and similarly, the roadway is in very bad condition and needs reconstruction.  The sewer main on Lenox is also scheduled for replacement due to deteriorated conditions but is also planned for upsizing to improve sewer capacity in the immediate area and is a recommended project in the sewer system master plan. 

 

V3 Companies has previously done design and construction engineering work for sewer projects in Oak Park and is best qualified to perform this work.  V3 Companies are one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.  The not-to-exceed cost for the design and construction engineering work for this project is $214,393. 

 

Pending Village Board approval of the separate construction contract for this project, construction is planned to start in the summer of 2022 and last through the fall of 2022.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with V3 Companies, Ltd. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.
