Overview
Annually, the Health Department seeks approval for the various grant funding applications it intends to seek in order to offset a portion of the total cost of providing public health services in Oak Park. Attached is a listing and overview of 14 grants being sought. In addition, the Village continues to receive grants funds to support the Public Health Department for COVID-19. These COVID-19 grants include the 2 FTE equivalent positions to continue in FY22 of which $34,000 in ARPA funds are needed in addition to the grants.

Fiscal Impact
Attached you will find a listing and overview of public health grants with total anticipated funding of $1,048,545. All of the referenced grants are current grants identified within the FY21 Budget and the grant funds offset a portion of the total cost of providing these services. If the Health Department does not receive any of the grant agreements, a recommendation to amend the adopted budget will be presented in order to determine if services will be reduced or fund balance appropriated.
Related to COVID-19 support grants, there are an additional 2 FTE equivalent positions that are added to the Health Department FY22 staffing. These positions are for the continuation of an additional nurse position and the continuation of the assistant to the emergency preparedness coordinator position. These positions are for a 1-year period ending December 31, 2022. The grants contained in this agenda item do not cover all of their salaries and $34,000 is needed from ARPA funds.
Background
The Health Department has historically provided public health services under grant agreements through the Community Development Block Grant, Cook County Department of Public Health, the Illinois Department of Human Services, the Illinois Department of Public Health, the Public Health Institute of Metropolitan Chicago, and the Shawnash Institute. All grants referenced in the attached document have been administered through the Health Department for a number of years. A general description of each grant can be found in the attached documents.
Alternatives
The Village Board can request to discuss a specific grant individually, request more information and/or delay the action on one or more of the grants.
Previous Board Action
In 2016, 2017, 2018, 2019, and 2020 the Village Board had authorized the submission and approval of grant agreements. The Village Board approved expenditures and revenues for all referenced grants within the 2021 budget.
