The Engineering Division requested a proposal from Baxter & Woodman to provide design engineering for the 23-1 Water and Sewer Improvement Project.  Baxter & Woodman has previously designed and managed water projects in the Village, has available staff, and is most qualified to perform these services.  Design work for the project would start in February so that the project could be designed in the spring and summer and the construction project bid in the fall of 2022 for construction to occur in 2023.  The project includes water and sewer replacement and street reconstruction on South Boulevard from Home to Kenilworth, Euclid from South Boulevard to Lake Street, and Augusta from Lombard to Austin Boulevard.

Fiscal Impact

The FY22 Budget includes $315,000 for the engineering design for this project in the Water and Sewer Fund.  The FY22 Budget includes $190,000 for design of the water main work on Augusta and South Boulevard in the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements account no. 5040-43730-777-570707.  The FY22 Budget includes $125,000 for the design of the sewer work which will fund the remaining $66,000 needed for this project in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040-43750-781-570707.   

 

Background

The Engineering Division requested a proposal from Baxter & Woodman to provide design engineering services for the proposed 2023 Water and Sewer Improvement project 23-1.  The project includes water and sewer main replacement and roadway reconstruction at three locations in the Village. 

 

The planned work on Augusta includes water main replacement from Lombard to Austin due to its failing condition and multiple water main breaks in recent years.  There are also planned spot sewer improvements on sections of Augusta between Lombard and Austin as well as pedestrian safety improvements and traffic calming in this section.

 

The work on Euclid includes water main replacement from South Blvd to Lake Street to replace the water main in the Village due to inoperable valves and recent water main breaks.  This water main is some of the oldest water main in the Village dating back to the 1880s when there was a private water system in the Village with a pump station at North Blvd and Euclid.  Sections of sewer in the alley west of Euclid south of Lake Street may be replaced with this project to improve capacity.  The work would include replacing the pavement under the viaduct on Euclid as well. 

 

The work on South Blvd includes water and sewer main replacement from Home Avenue to Kenilworth Avenue.  The existing sewer on South Blvd is 9” and needs to be replaced due to its condition and to increase its capacity.  The water main is planned for replacement to improve fire flows in the area and in downtown.  The project would also include replacing the water and storm sewer under the Forest Ave viaduct and replacing the pavement here. 

 

Baxter & Woodman has previously designed water projects in Oak Park, has staff available for this project, and is best qualified to perform this work.  Baxter & Woodman is one of the four engineering consulting firms with a Master Agreement approved by the Village Board for doing projects via a task order procurement process.  The not-to-exceed cost for the design engineering work for this project is $256,000. 

 

Pending Village Board approval of the separate construction contract for this project, construction is planned to start in the spring of 2023.   

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

On September 20, 2021, the Village Board approved a Three-Year Master Agreement with Baxter & Woodman, Inc. for Professional Engineering Services with an Option to Renew the Agreement for up to Two Additional One Year Periods.

Future contracts for the construction and construction engineering for the 2023 Water and Sewer project will be presented to the Village Board in the fall of 2022.
