The Water and Sewer Division of the Public Works Department is responsible for maintaining the water distribution and sewer collection systems in the Village.  The department annually seeks competitive bids for water main parts and materials and sewer pipe parts and materials.

Fiscal Impact

The proposed Fiscal Year 2022 Water and Sewer Fund Budget allocates funds for materials and supplies for the operation and maintenance of the water distribution and sewer collection systems in the Operational Supplies account, number 5040-43730-777-560631 ($120,000.00).

 

Based on the bid summary and the estimate of materials needed, staff anticipates spending up to an amount of $30,000.00 of the total $120,000.00 with Ferguson Enterprises, LLC, d/b/a Ferguson Waterworks.

 

Background

Six vendors provided material price bids for 2022.  The materials are purchased from the lowest cost qualified vendor based on the availability and quality of the material.  Staff is bringing forward agreements with vendors that exceed $25,000.00, the Village Managers spending authority. 

 

Ferguson Enterprises, LLC, d/b/a Ferguson Waterworks, has provided competitive pricing for some of these materials.  This vendor has also been providing water meter materials to the Village for many years.  2022 pricing is relatively unstable with increases in all products.   Some vendors have elected to not provide pricing on some items difficult to guarantee an annual price.

The Village Board can delay action to gain additional information.

The Village Board has approved similar purchase price agreements for materials for installation and repair of water mains, fire hydrants, and water services, on an annual basis.

It is anticipated that the Public Works Department will be bringing this type of purchase agreement to the Village Board annually.
