Overview
The Engineering Division requested a proposal from AECOM to provide engineering services to manage the Village’s pavement condition database and to inspect and score the alley pavements for determining future budgets and capital improvement locations. AECOM developed the existing roadway condition database and management plan in 2021 and is best qualified to maintain and update this database as well as input alley conditions into the database. These databases and pavement conditions are used as the basis for determining future capital improvement budgets and locations for road and alley projects.

Fiscal Impact
There is $272,500 in the FY22 Budget in the Capital Improvement Fund, Public Works - Engineering, External Support account no. 3095-43780-101-530667 which will be used to fund this work.
Background
The Engineering Division requested a proposal from AECOM to provide engineering services to manage the Village’s pavement condition database and to inspect and score the alley pavements for determining future budgets and capital improvement locations. AECOM developed the existing pavement management program and condition database as part of the Chicago Metropolitan Agency for Planning’s (CMAP) 2021 project with the Village. The Engineering Division did not solicit proposals from other firms for this work since AECOM is most qualified to perform these services due to their familiarity with the Village’s existing roadway network, maintenance programs, pavement condition database, and budgeting scenarios.
The work includes inspecting all of the Village’s alleys to determine the current pavement condition ratings. The ratings are used to determine future CIP Budgets and to select which alleys to replace with future capital improvements based generally on a worst first approach. Alleys were last inspected and scored in 2013 and the condition data needs to be updated to reflect current conditions. Pavements and alleys are typically inspected about every 5 years to determine current condition ratings.
The work also includes managing the Village’s roadway pavements. This includes working with Engineering Division staff to determine future CIP Budgets in order to maintain the desired street and alley conditions; predicting long term pavement conditions based on funding; updating and refining databases for roadway conditions to input additional detail and changes; and recommending locations for future roadway resurfacing projects and preventative maintenance projects for things such as microsurfacing, seal coating, crack filling, and major patching.

The alternative to this recommendation could be to delay action to gain additional information.
Previous Board Action
On March 1, 2021, the Village Board approved a Memorandum of Understanding with the Chicago Metropolitan Agency for Planning (CMAP) for a Pavement Management Program.
