On June 15, 2020, the Village Board approved $400,000 for Housing Forward with a grant of funds from CDBG-CV (Community Development Block Grant - Coronavirus) funds to prevent homelessness and support housing stability. $298,000 of the approved funds were approved for short-term rental assistance. Housing Forward is requesting that the grant budget be amended and the project completion date be extended from June 30, 2022, to December 31, 2022.

Fiscal Impact

Since the funds are from the Village’s Federal CDBG-CV funds, there is no fiscal impact on the Village’s General Revenue Fund.

 

Background

On June 15, 2020, the Village Board approved resolution and agreement RES20-144_V_061520 in the amount of $400,000 to Housing Forward with $298,000 of the funds approved for short-term rental assistance. Housing Forward has received additional state and federal resources to assist with rent, decreasing the demand for these funds. As a result of COVID-19, Housing Forward has leased a former hotel, 211 N. Oak Park Ave., and requests to amend the CDBG-CV funds to allow $200,000 of the $289,000 in rental assistance to pay for rental costs at the 211 N. Oak Park Ave. property.

 

Housing Forward also requests an extension of the project completion date from June 30, 2022, to December 31, 2022.

 

Alternatives

Not approve the requests, however, the Village may be at risk of needing to return the funds to the Federal government.

Citizen Advisory Commission Action

The Community Development Citizens Advisory Committee (CDCAC) did review the initial Housing Forward application but Village staff did communicate with the Chair regarding the process for funding recommendations.
