On March 14, 2022, the Board held a special meeting to discuss the Community Development Citizen Advisory Commission recommendations for the first round of ARPA distributions to community partners/partner agencies which included:
• Visit Oak Park
• Frank Lloyd Wright Trust
• Ernest Hemingway Foundation of Oak Park
• Unity Temple Restoration Foundation
• Oak Park Area Arts Council
• Collaboration for Early Childhood
• Hephzibah
• Park District of Oak Park
As a result of the discussion, the Board had a consensus vote to provide a specific amount of funding to each partner agency. This agenda item covers the scope, funding exhibit, and reporting for the Oak Park Area Arts Council in the previously agreed-upon amount of $220,000.

The amount of funding will be $220,000 pursuant to the attached funding schedule. More options on how to categorize this distribution are discussed below.
Background
The Oak Park Area Arts Council was included under the Oak Park Tourism Recovery Initiative (OPTRI) proposal which also includes Visit Oak Park, the Frank Lloyd Wright Trust, the Ernest Hemingway Foundation of Oak Park, and the Unity Temple Restoration Foundation.
More specific details and information on the goals of the organization are contained in their attached proposal and application.
The attached Agreement between the Village and the Oak Park Area Arts Council is included as part of this agenda item for formal board approval in conjunction with the Resolution which will allow Village staff to execute the agreement and distribute the funding. The partner agency, as a recipient of Village ARPA funds, will be responsible for financial reporting back to the Village. The Village in turn will be required to report data on the spend-down of this money to the US Department of the Treasury.
Staff intends to issue the distribution pursuant to the Agreement for $220,000 directly out of the ARPA Fund. Thus far, the following table represents both the actual and projected ARPA collections and expenditures out of this Fund:
