Overview
On August 30, 2021, the Village of Oak Park approved $500,000 to Housing Forward with a grant from ARPA funds to implement rental assistance and case management services to persons impacted by the COVID-19 crisis. The approved funds were budgeted to include: $120,000 for short-term rental assistance, $162,155 for a Community Case Manager, and $13,733 for an Occupational Therapy Consultant. Housing Forward requests to amend the Agreement to reallocate $38,000 from direct rental assistance, $17,765 from Case Management, and $2,500 from Occupational Therapy Consultant for a total of $58,265 to pay for transitional wages for clients in the job training program.

Fiscal Impact
Since the funds are from the Village’s ARPA allocation, there is no fiscal impact on the Village’s General Revenue budget. Housing Forward is not requesting any additional funds.
Background
On August 30, 2021, the Village of Oak Park approved a $500,000 approved resolution and agreement RES 21-16B_F_08.30.21 awarding $500,000 to Housing Forward from ARPA funds. The grant included $120,000 for short-term rental assistance, $162,155 for Community Case Management, and $13,733 for an Occupational Therapy Consultant.
Additional resources have been made available through the state and federal resources to assist with rental assistance resulting in reduced demand for these funds. Housing Forward requests to amend the ARPA funds to allow $58,265 of the $295,888 previously allocated in direct rental assistance, Case Management, and Occupational Therapy to pay for transitional wages for clients in the job training program.

Citizen Advisory Commission Action
The Community Development Citizens Advisory Committee (CDCAC) did not review the applications prior to approval on August 30, 2021, but the Village staff was in regular communication with the CDCAC Chair regarding the process and recommendations.
