Overview

Overview

Work on the Lemoyne Relief Sewer Project includes installing an approximately 30 feet deep manhole in order to connect to the Village’s sewer system. The originally specified manhole needed to be redesigned due to unforeseen conditions and permit modifications. The costs for the revised design of the manhole and the associated additional excavation and shoring system are $92,000 and adjust the previously approved contract amount of $1,610,000 to $1,702,000.

Fiscal Impact

There are available funds in the FY2022 Budget for this change order in the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements, for sewer main replacement, account no. 5040-43750-781-570707 from cost savings from the upcoming Sewer Improvement Project 22-1 due to CDBG funds being added to help fund this project.

Background

In November of 2021, the Village of Oak Park awarded a contract to Trine Construction Corp. for the construction of the Lemoyne Relief Sewer Project in an amount not to exceed $1,610,000. This project is partially funded by a $500,000 grant from the Metropolitan Water Reclamation District.

Materials were ordered and paid for in late 2021 and this spring in order to secure materials and prevent delays. Constriction work on the project has recently started. The work on this project includes installing an approximately 30 feet deep sewer manhole in order to connect the new relief sewer to the Village’s existing sewer on East Avenue at Lemoyne. The manhole specified in the project could not be fabricated as designed and the Village needed to revise the design of this deep manhole and the connection to the existing sewer.

The new manhole’s design required increasing the size of the excavation and modifying the connections to the existing sewers. These changes increased the cost of the work as compared to the original bid price. The additional cost to fabricate and install the new manhole amount to $92,000 (see the attached breakdown of costs for this change order) and will adjust the contract amount from $1,610,000 to $1,702,000.
