Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Fiscal Impact

This work was not identified in the Fiscal Year 2022 Building Improvement Fund component of the Capital Improvement Plan. Staff identified this work to be necessary after the budget was approved. In order to fund this project, staff is proposing deferring the following projects.

 

The Fiscal Year 2022 Capital Improvement Plan (CIP) Building Improvement Fund Budget account no. 3012-43790-101-540673 includes $55,000.00 for the replacement of the Village Hall courtyard exterior wood, and $25,000 for electrical upgrades at Village Hall. 

 

The Village Hall courtyard exterior wood project would be deferred until 2023 and those funds would be used to cover a majority of the cost of the Public Works Center plumbing repairs. The difference of $5,375.00 would come out of the Village Hall electrical upgrades project (some electrical upgrades have already been done in 2021 and the remaining funds would be sufficient to complete that work in 2022).

 

If approved, the contract with Chicago Area Plumbing would not exceed $60,375.00 ($57,500.00 total lump sum bid price plus $2,875.00 for 5% contingency). 

 

Background

The oil & water separator vessel in the lower level of the Public Works Center is original to the building (constructed and opened in 2007) and is part of the overall building plumbing system.  Floor and trench drains in the Fleet Shop area and throughout the first and lower levels of the vehicle storage areas drain into the oil & water separator vessel. This metal vessel separates any oil and/or grease from the wastewater and the vessel gets pumped out twice annually.  During the most recent pump-out effort, staff discovered that the vessel had badly deteriorated and rusted through and internal piping was clogged beyond repair. 

 

Staff issued a Request for Bids (RFB) on March 23, 2022, and solicited bids from local area plumbing contractors to remove the existing vessel and replace the vessel with a new in-kind unit. The RFB was posted on the Village web page and advertised in the Wednesday Journal.  Three bids were received. Chicago Area Plumbing (a Women’s Business Enterprise, WBE) submitted the lowest responsible bid. Chicago Area Plumbing is currently under contract with the Village to provide emergency plumbing services. References indicate that they do quality work.
