Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The annual fireworks display has been held in Oak Park on July 4th since 1976. In the past, the fireworks were paid for by private donations organized and managed by the Community Bank of Oak Park. This bank is no longer in business and no other private organization has come forward to sponsor and organize this event.  For 2022, as the Village assists with identifying a future sponsor, Visit Oak Park will co-sponsor this year’s display along with the Village.   Miand, Inc., d/b/a Mad Bomber Fireworks Productions would serve as the Village’s contractor to conduct the display this year.  OPRF is the annual site of the fireworks and D200 is working with the Village to review the plan.

Fiscal Impact

Since 1976, the Community Bank of Oak Park has paid for and managed the annual fireworks display in Oak Park, including all liability. The Village is actively seeking long term financial sponsors for the display due to the bank being sold.  Visit Oak Park will be the main sponsor of the display contributing $20,000 - 25,000 of the cost of the display and the Village will contribute the remaining funds if no other sponsors express interest.  Visit Oak Park has obtained these funds through a private donor for 2022.  A budget amendment will be forthcoming from Village general fund balance to cover the Village’s portion.  Aside from the cost of the contractor to perform the display, the Village will also need to cover staffing costs for Police and Fire personnel. 

 

Background

The annual 4th of July fireworks have been an Oak Park tradition since 1976. The 2022 fireworks display will be held at the Oak Park-River Forest High School athletic fields. Miand, Inc. will serve as the Village’s contractor to conduct the display in an amount not to exceed $35,000 pursuant to its proposal which is part of the Independence Day Fireworks Display Agreement between the Village and Miand. Miand has conducted the display in Oak Park for the last several years.

 

Community Bank of Oak Park has served as the sponsor for the display in years past.  The Village did not have a fireworks display during the last two years due to issues related to the COVID-19 pandemic.   Due to the timing and inability to find a permanent replacement sponsor, the Village was not able to conduct a request for proposals for a contractor to conduct the display.  In reviewing prior permit records from the former sponsor, the Village sought out Miand as the former contractor to conduct the display. Miand has agreed to do so, and thus, Village staff is asking for bids to be waived. The rain date for the fireworks display is July 5, 2022. 

 

Alternatives

The Village could choose to forgo the fireworks for 2022. The nearest town that intends to conduct a fireworks display is expected to be Forest Park.
