The Fiscal Year 2022 Water and Sewer Fund includes the replacement of one 2002 Chevrolet Pickup truck with plow to be replaced with one 2023 Ford Maverick Hybrid Pickup Truck. This purchase will be made through the Sourcewell Joint Purchasing Program, an opportunity for governments to leverage and pool resources for better pricing. Sourcewell awarded the bid to the National Auto Fleet Group of Watsonville, California.

Fiscal Impact

The purchase of the one 2023 Ford Maverick Hybrid Pick Up Truck. Pricing for 2023 vehicles is not available at this time. The 2022 Ford Maverick Hybrid Pick Up Truck is quoted at $24,345.00.

 

Funding is provided in the Fiscal Year 2022 Water and Sewer Fund, account No. 5040-43730-777-570750 in the amount of $50,000.00. The vehicle will be ordered in Fiscal Year 2022 for possible delivery in Fiscal Year 2023. A Purchase Order will be opened to encumber $26,780.00 (2022 Model Year price of $24,345.00 plus 10%). If the vehicle is not delivered until 2023 the funds will be carried forward to the next fiscal year.

 

Funds for necessary equipment such as cabin/workspace up fit, light bar, roof rack, computer stand, etc. will also come from this account but will be purchased separately from vendors who supply this equipment.

 

Background

This item is for the purchase of a 2023 Ford Maverick Hybrid Pick Up Truck when ordering is available in the near future. 2022 Ford Maverick Hybrid Pick Up Trucks are no longer available for order.  Manufacturer vehicles available for order has decreased and the window for ordering future vehicles has shortened from previous years, thereby decreasing the time available to order equipment. 2023 vehicle pricing is not available at this time. In order to ensure the Village’s ability for vehicle acquisition, this request is being made for a not to exceed amount of the 2022 price plus 10%. This will enable the Village to lock in an order when it becomes available.

 

The new vehicle will include a 2.5 Liter, iVCT Atkinson-Cycle I-4 Hybrid engine and comes with a three-year, 36,000-mile bumper-to-bumper and five-year, 60,000-mile drivetrain warranty, as well as an eight-year, 100,000-mile hybrid drive warranty. 

 

The drive components are based on the Ford Fusion Hybrid and Ford Escape Hybrid vehicles already deployed in the Village fleet. The hybrid drive, as well as vehicle size, is predicted to save at least 50% of fuel usage from the vehicle that is being replaced.

 

The current full-size pickup being replaced is used primarily for water testing and taking samples to the testing center out of town. Occasionally there will be a need to transport a small amount of stone or other construction materials. The smaller size of this vehicle with a hybrid drive, while still having a truck bed, will be a better, more efficient fit for this division. The new vehicle will not be needed for snow plowing.

 

Each year, the Village allocates funds for the annual replacement of vehicles/equipment. The Public Works Department manages the budget for vehicles/equipment that will replace those units that have reached the end of their service life under the fleet replacement program.

 

The intent of the fleet replacement program is to replace vehicles and equipment using the established criteria for replacement of vehicles, including the age of vehicle/year purchased, mileage or hours, type of use (full time, seasonal, emergency, non-emergency, etc.), consequences of downtime, maintenance history & costs, drivers’ evaluations, trade-in or resale values and indispensability of vehicle as a guide to guard against excessive maintenance costs and low resale values.

 

The Fleet Division’s goal is to standardize vehicle acquisitions whenever possible in support of the fleet maintenance program and to operate the Village’s fleet in a fiscally responsible manner.

 

The existing vehicle will be sent to Auction.

 

The Equipment Replacement Analysis Report for the vehicle being replaced is attached.

The vehicle is to be purchased through the Sourcewell Joint Purchasing Program in order to take advantage of the volume discounts involved in such joint purchasing efforts.

 

The Sourcewell Joint Purchasing Program, operating out of Minnesota, provides member-centered solutions that enable government, education, and nonprofit agencies to work more efficiently, and leverages its resources to strategically reinvest in the communities they serve as an invaluable service cooperative partner. Sourcewell membership is available to all education and government entities, as well as nonpublic schools and nonprofit organizations. The Village is a member.
