Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board has approved the ability of Oak Park businesses to use on-street parking spaces and alleyways for outdoor dining during the 2022 season through November 30, 2022. The Village Board has waived all fees related to outdoor dining in 2022. On May 2nd the Village Board approved the applications of six (6) Oak Park businesses to utilize on-street or alleyway spaces for outdoor dining. One (1) additional business has submitted a similar on-street dining utilization request. If approved, this will allow the Village to install cement barricades in June to allow this business to start its on-street outdoor dining.

Fiscal Impact

With the Village Board’s approval of Ordinance 22-16 on March 7, 2022, the Village has waived all fees associated with outdoor dining for the 2022 season for both on-sidewalk and on-street dining.

 

Background

On May 2, 2022, the Village Board approved resolutions for six (6) Oak Park businesses that had submitted applications by that time to have outdoor on-street or alleyway dining for the 2022 season. Since that time, Oak Park business Robinsons #1 Ribs and Sauce (dba Robinsons #1 Ribs), 848 Madison Street, has also applied for on-street dining. Approval of this resolution will allow us to work with Robinsons #1 Ribs to secure them protected on-street dining for the 2022 season. Additional information about on-street outdoor dining, as provided on May 2nd, is below.

 

Since the start of the Covid-19 emergency in 2020, the Village Board has worked to support local businesses use of public sidewalks and on-street parking spaces for outdoor dining. In addition, the Village Board has waived the fees associated with the use of these public spaces in 2020, 2021, and again this year in 2022.

 

In 2020, thirteen (13) businesses signed temporary license agreements and were approved for outdoor dining utilizing on-street parking spaces or alleyways. In 2021, twelve (12) businesses signed temporary license agreements and were approved for outdoor dining utilizing on-street parking spaces or alleyways. In both 2020 and 2021, the village manager was able to sign all of the temporary license agreements for on-street dining due to the order in place at that time.

 

This year, the Village communicated with all of the businesses that qualify for this type of dining and have utilized on-street or alleyway dining in the past. Six (6) of those businesses originally indicated a desire to again utilize on-street dining. Those six businesses were approved for outdoor on-street or alleyway dining on May 2nd and they include the following: Kettlestrings Tavern, Mora Asian Kitchen, Sagano Sushi, Scratch on Lake, New Pot Restaurant, and Rare Bird Preserves. All of the interested businesses filled-out application forms, submitted insurance documents, and signed Temporary License Agreements that were executed upon approval of the May 2nd agenda item. The same process has been utilized for Robinsons #1 Ribs. Copies of Robinsons #1 Ribs application form, signed temporary license agreement and resolution, are attached.

 

In June, after the execution of the temporary license agreement, the DCS Department will work with the Village’s Public Works Department to put in place the Village-owned cement barricades on Madison Street in front of Robinsons #1 Ribs. Robinsons is aware of the potential June installation date and is supportive of this plan.
