Overview
As part of the five-year PY 2020-2024 Consolidated Plan for Housing and Community Development (“Con Plan”) that guides decisions for allocating Community Development Block Grant (“CDBG”) funds, the Village has prepared the draft PY22 CDBG funding recommendations, which includes proposed activities that the CDCAC recommended and that the Village Board is now being asked to approve.

Fiscal Impact
The Village of Oak Park is an entitlement community receiving an annual grant from The U.S. Department of Housing and Urban Development (HUD). This agenda item has no impact on the Village’s General Fund.
Background
Each year the Village of Oak Park receives an allocation of CDBG funds from the U.S. Department of Housing and Urban Development. The Village will receive $1,553,643 in program year (PY) 2022 funding, which is a 6% decrease from the $1,653,543 that we received in PY 2021. For historical reference, the Village received $1,666,079 in PY 2020. As was the case in PY 2020 and 2021, the Village is not receiving any CDBG Emergency Solutions Grant (ESG) monies in PY 2022.
The purpose of the CDBG program is to meet the needs of primarily low-and-moderate-income persons. This funding recommendation, from the CDCAC, is for PY 2022, which operates from October 1, 2022, through September 30, 2023.
The CDCAC reviewed PY 2022 applications, held four public meetings including two meetings of applicant presentations, and is now recommending specific funding allocations to the Village Board for non-profit entities that will carry out CDBG Public Services, CDBG Public Facility Improvement, and CDBG Administration. The recommendations are outlined below.
Public Service - Beyond Hunger, $22,000.00; IWS Children’s Clinic, $21,000.00; Community Support Services, $8,111.00; Hephzibah, $19,000.00; Housing Forward, Employment Readiness, $10,000.00; Housing Forward, Interim Housing, $32,000.00; NAMI, $11,000.00; New Moms, Inc., $17,000.00; North West Housing Partnership, $6,125.00; Oak Park Regional Housing Center, $15,000.00; Our Future Reads, $3,920.00; Sarah’s Inn, $12,000.00; Thrive, $17,000.00; Way Back Inn, $6,000.00; YEMBA, $17,000.00; and Village of Oak Park Farmers Market, $15,844.00.
Public Facilities Improvement - UCP Seguin of Greater Chicago, $46,800.00; Way Back Inn, $42,271.00; and YEMBA $10,000.00.
Administration - Housing Forward, Oak Park Homelessness Coalition, $16,000.00; Oak Park Regional Housing Center, $75,000.00.
The recommendations for the Oak Park Regional Housing Center Public Service ($15,000.00) and Administration ($75,000.00) funds for PY2022 are contingent upon the Fiscal Year 2021 Financial Audit being submitted to the Village of Oak Park by June 30, 2022. If the Fiscal Year 2021 Audit is not submitted by the June 30, 2022 deadline, the CDCAC recommends no funding for the Oak Park Regional Housing Center in either service category.

Previous Board Action
On August 2, 2021, the Village Board approved the PY 2021 Action Plan for the time period of October 1, 2021 to September 30, 2022.
Citizen Advisory Commission Action
The Community Development Citizens Advisory Committee (CDCAC) reviewed applications, held four public meetings including two meetings of applicant presentations, and developed recommendations for the PY2022 CDBG funding. The final of these four meetings was a public hearing. There were no formal public comments at the Public Hearing.
Anticipated Future Actions/Commitments
On June 21, 2022, staff will present a Resolution releasing the draft PY 2022 Action Plan for a 30-day comment period, the Village will advertise the availability of the document, and the public can review and provide comments. The above allocation awards will be part of the PY2022 Action Plan. After this comment period, a final PY 2022 Action Plan will go to the Village Board for approval, and afterwards the Action Plan will be submitted to HUD. Once the Action Plan is released, an amendment would need to be presented to HUD should the Board wish to alter the allocation awards presented above.
Intergovernmental Cooperation Opportunities
As a member of the Cook County HOME Program Consortium, the Village is submitting the PY 2022 Action Plan to HUD in partnership with Cook County.
