A recent asbestos survey conducted at the south fire station revealed the presence of asbestos in various areas inside the south fire station.  Pending approval of the Village Board, asbestos removal and abatement would be completed by a certified asbestos removal contractor as part of the South Fire Station Bunk Room, Locker Room, and Restroom Renovations Project.

Fiscal Impact

This work was not identified in the Fiscal Year 2022 Building Improvement Fund component of the Capital Improvement Plan.  This work is necessary in order to proceed with the South Fire Station Bunk Room, Locker Room, and Restroom Renovations Project which is already underway. 

 

The total cost for asbestos removal and abatement would be $43,750.00.  The Fiscal Year 2022 Capital Improvement Plan (CIP) Building Improvement Fund Budget account no. 3012-43790-101-540673 includes $25,000.00 for electrical upgrades at Village Hall.  That project would be deferred to 2023.   $8,189.00 of that $25,000.00 was recently reallocated for other projects, and $16,750.00 of the remaining balance would be used to cover a portion of the asbestos removal cost.  Oak Park Fire Department staff have confirmed that the Foreign Fire Board has approved $27,000.00 from the Foreign Fire Fund to cover the balance of the asbestos removal cost. 

 

If approved, the Independent Contractor Agreement with Enviroplus, Inc. would not exceed $43,750.00. 

 

Background

In April of 2022, the Village Board approved an Independent Contractor Agreement with a General Contractor for the South Fire Station Bunk Room, Locker Room, and Restroom Renovations Project.  During the demolition and construction permit process, it was determined by the Cook County permitting office that an asbestos survey would need to be completed in order to receive the demolition permit.  An asbestos survey was completed on April 26, 2022, and the survey revealed the presence of asbestos in various areas inside the fire station. 

 

Staff issued a Request for Bids (RFB) for asbestos removal and abatement of the affected areas of the south fire station.  The RFB was posted on the Village web page and advertised in the Wednesday Journal.  Three bids were submitted by local area certified/qualified asbestos removal and abatement companies (all three of which were MBE). 

 

The most favorable bid was submitted by Enviroplus, Inc., and staff recommends that the Village Board approve the Independent Contractor Agreement with Enviroplus, Inc. for asbestos removal and abatement at the south fire station.  If approved, work would commence the week of July 5 and the appropriate notifications regarding asbestos removal/abatement would be posted at the south fire station, displayed on VOP communication outlets, and disseminated to residents and businesses near the south fire station (if required).

The Board can delay action to gain additional information.

The Board approved an Independent Contractor Agreement with a General Contractor for the South Fire Station Bunk Room, Locker Room, and Restroom Renovations Project in April of this year.  Approval of the Independent Contractor Agreement with Enviroplus, Inc. for asbestos removal and abatement would allow the Project to continue.
