Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

The Program Year (PY) Action Plan is part of the five-year PY 2020-2024 Consolidated Plan for Housing and Community Development (“Con Plan”), which guides decisions for allocating Community Development Block Grant (“CDBG”) funds. The Village Board has released the Draft PY 2022 Draft Action Plan for a 30 day comment period, and with no comments received, can now approve the Final PY 2022 Action Plan and allow the Village Manager to submit the Plan to the U.S. Department of Housing and Urban Development

Fiscal Impact

The Village of Oak Park is an entitlement community receiving an annual grant from the U.S. Department of Housing and Urban Development (HUD) annually. There is no fiscal impact on the General Revenue Funds.

 

Background

Each year, the Village must prepare an Annual Action Plan (“Action Plan”) in order to receive Community Development Block Grant (“CDBG”) funds from the U.S. Department of Housing and Urban Development (“HUD”). The purpose of the CDBG Program is to meet the needs of primarily low- and moderate-income persons. The  Action Plan describes the funding allocations the Village is making for Program Year 2022 (“PY 2022”), which starts on October 1, 2022, in order to serve these populations.

 

The Village will receive $1,553,643 in CDBG funding for PY 2022, which is a 6% decrease from the $1,653,543 that we received in PY2021. For historical reference, the Village received $1,666,079 in PY2020. As was the case in PY 2020 and 2021, the Village is not receiving any CDBG Emergency Solutions Grant (ESG) monies in PY 2022.

 

The CDCAC reviewed PY 2022 applications, held four public meetings including two meeting presentations from applicants, and is now recommending specific funding allocations to the Village Board for numerous non-profit agencies that will carry out CDBG Public Services, CDBG Facility Improvement projects, and CDBG Administration. These recommendations became part of the PY 2022 Action Plan, including Village of Oak Park operated projects; Public Works and Housing Programs.

Previous Board Action

On June 6, 2022 the Village of Oak Park Board of Trustees approved the PY22 funding per subrecipient based on the CDCAC recommendations.

 

On June 21, 2022 the Village of Oak Park Board of Trustees approved the release of the draft PY2022 Annual Action Plan for a 30 day public comment period.

 

Citizen Advisory Commission Action

The Community Development Citizens Advisory Committee (CDCAC) reviewed applications, held four public meetings including two meetings of applicant presentations and developed recommendations for the PY 2022 CDBG funding. The final of these four meetigns was a public hearing. There was no formal public comments at the Public Hearing. During the June 21, 2022 the Board approved these funding recommendations.

 

Anticipated Future Actions/Commitments

After the Board approves the Resolution approving the Final PY 2022 Action Plan, the Plan will be submitted to HUD on or before August 13, 2022
