Overview

The Engineering Division opened bids on July 14, 2022, for Project 22-11, Central Pump Station Upgrades.  The project involves rehabilitating two pumps and replacing two existing older pumps and fittings at the central pump station along with the four variable frequency drives (VFD) that control the various pumps.  Seven contractors picked up proposal documents and two bids were received. The lowest responsible bid was submitted by Morrison Construction Company, Inc. in an amount of $659,000.  Work is planned to occur primarily in 2023 due to long lead times for materials.

Fiscal Impact

The FY2022 Budget includes $662,500 for the construction of this project in the Water & Sewer Fund, Public Works - Water, Water Supply, Capital Improvements, account no. 504-43730-776-570707.  

 

Background

The 2017 Pump Station Energy Study recommends the replacement of the VFD system and these older pumps in order to improve pumping efficiencies and save energy and costs.  The existing VFDs are approximately 25-30 years old and are near the end of their useful life and the two pumps being replaced are from 1996 and are also in need of replacement in order to maintain efficiencies and ensure reliability.

 

The Engineering Division opened bids for this project on July 14th and received two bids. The lowest responsible bid was submitted by Morrison Construction Company in an amount of $659,000.        

 

Construction work is planned to occur in 2023 in late winter or spring following fabrication of the pumps and VFDs and when drinking water demand is lower since the central pump station will have reduced capacity at times during this work.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the October 18, 2021, Village Board meeting, the Village Board approved a Task Order for Professional Engineering Services with Baxter & Woodman, Inc. for Design and Construction Engineering for the Central Pump Station Variable Frequency Drive and Pump Replacement Project 22-11, in an amount not to exceed $81,000.
