Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village Board also meets in special sessions from time to time. However, dates and times of Special Meetings can vary and may change.

Due to the COVID-19 Pandemic, there was a delay in Program Year (PY) 2020 Community Development Block Grant (CDBG) funded Public works projects scheduled for completion in fiscal year 2020. As a result, those funds are considered returned funds under the CDBG program and need to be reallocated to projects scheduled for completion in 2022. To allow this, the Village needs to amend its 2021 Action Plan to use returned funds. After the close of the 30-day comment period, the additional funds will become available.

Fiscal Impact

The Village’s CDBG Program Year runs from October 1st to September 30th of each year. The Village of Oak Park will allocate an additional $136,000 in CDBG returned funds from PY2020 for the following project through Public Works in addition to funds awarded as part of the PY2021: $136,000 for street resurfacing.

 

Background

As an Entitlement Community, the Village of Oak Park receives an annual CDBG grant allocation from the U.S. Department of Housing and Urban Development and uses the funds for a variety of locally-determined projects. The CDBG Programs Division of the Village is the lead agency for administering the grant. The Village invests part of its annual allocation of grant funds for Public Works projects. The proposed project for street resurfacing is in low to moderate-income areas.

 

The Public Works street resurfacing project was originally awarded $400,000 for Program Year 2021.  Public Works received four (4) bids for this project with the lowest bid being over budget. Based on the bid accepted by Public Works the eligible amount of CDBG funds have increased by $136,000 for a total of $536,000 on this project.

 

Alternatives

Not approve the PY2020 CDBG returned funds and use general funds to complete projects.

 

Previous Board Action

On August 2, 2021, the Board approved the Village’s 2021 Action Plan, which finalized CDBG funding levels for 2021 projects to be carried out by CDBG Subrecipients and Village Departments.

 

Citizen Advisory Commission Action

The Community Development Citizens Advisory Committee (CDCAC) only reviews fund requests from non-profit applications, the CDCAC does not review Village of Oak Park Public Works agreements.

 

Anticipated Future Actions/Commitments

Any public comments concerning the Amendment will be submitted by September 5, 2022. There are no comments, the Amendment will become official and will be submitted to HUD.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Consortium, the Village will amend the Annual Action Plan in partnership with Cook County.
