Pursuant to Village Code, participants in the Village's Employee Discount Parking Program must earn wages of $14 per hour or less. Staff is recommending increasing the maximum earning limit for the program to $20 per hour based on increased employee wages and requests from the business community.

Fiscal Impact
The exact fiscal impact of the proposed increase to the maximum earnings limit for the program cannot be determined at this time, although, it is anticipated to be marginal.
Background
The Employee Discount Parking Program offers Oak Park businesses an opportunity to purchase monthly parking cards for the Holley Court and The Avenue parking structures at discounted rates for employees who meet earnings guidelines. Currently, the maximum earning limit is set at $14.00 per hour or less. The Village regularly receives requests from business owners and their employees asking to increase the maximum earning limit for the program. As of July 1, 2022, the minimum wage for non-tipped workers in Cook County is $13.35, which is just below the maximum earning limit of $14.00. Additionally, nation-wide, businesses are facing an increasingly competitive hiring market, in which programs such as discounted parking are viewed favorably by potential employees.
