Overview
In January of 2022, the Illinois Department of Transportation (IDOT) agreed to final quantities and costs with Alliance Contractors for the South Boulevard Streetscape Project, Section 13-00256-00-PV. However, there were still some outstanding invoices from Alliance at the time that IDOT could not process due to the age of the project and the timelines associated with the funding. IDOT required the Village to pay these costs directly to the contractor for this work which was completed at the time of the project and was approved at that time. The costs for these various items amount to $12,573.

Background
Work on the South Boulevard Streetscape project was completed in 2019. This project included the water main replacement, sewer lining, installation of deep manhole structures, and streetscaping of South Boulevard from Harlem Avenue to Marion Street. The streetscape project was funded in part with federal grants amounting to $1,427,240. The project was coordinated with the adjacent 1133 South Boulevard development and the streetscape project was staged to accommodate the developer’s work and done over multiple construction seasons. Due to this complex coordination between the two projects it has taken IDOT several years to close out the project and agree to final costs with Alliance Contractors, the general contractor for the streetscape project.
In January of 2022, IDOT agreed to final quantities and costs with Alliance but there were still some outstanding invoices from Alliance that IDOT could no longer process as the federal funds had sunset and these costs were required by IDOT to be paid by the Village. The Village would have incurred these same costs as locally funded costs as part of the project even if IDOT was able to process them since all of the federal funds for the project were spent. The work included in these invoices was for installing temporary sidewalk ramps, traffic control, pavement markings, and various electrical items. The total cost for these various invoices is $12,573.

On November 12, 2018, the Village Board approved a change order for the construction of the South Boulevard Streetscape Project, Section 13-00256-00-PV, in an amount not to exceed $40,000.
On March 19, 2018, the Village Board approved a change order for the construction of the South Boulevard Streetscape Project, Section 13-00256-00-PV, in an amount not to exceed $143,500.
On March 19, 2018, the Village Board approved a Construction Engineering Services Agreement Supplement no.1 with Terra Engineering, Ltd., for Construction Engineering of the South Boulevard Streetscape Project, for an Additional $69,106.44.
On April 18, 2016, the Village Board approved a motion to proceed with the redesign of the South Boulevard sidewalk to allow for additional outdoor dining space with the South Boulevard Streetscape project.
On December 7, 2015, the Village Board approved a Revised Local Public Agency Agreement for Federal Participation with the State of Illinois for the construction of the South Boulevard Streetscaping project as well as a Resolution Authorizing funding for this project to reflect the actual bid costs and an increase in Federal Funding the Village received for the project.
On September 8, 2015, the Village Board approved a Construction Engineering Services Agreement for Federal Participation with Terra Engineering, Ltd. for construction engineering of the South Boulevard Streetscaping project in an amount not to exceed $201,051.
On September 8, 2015, the Village Board authorized the execution of a Local Public Agency Agreement for Federal Participation with the State of Illinois for the construction of the South Boulevard Streetscaping project.
On September 8, 2015, the Village Board authorized local funding for the federally funded South Boulevard Streetscape Project.
On February 2, 2015, the Village Board approved a contract with Terra Engineering for phase II design of the South Blvd project.
The Board awarded a contract for professional engineering services for the phase 1 preliminary design of the South Blvd Streetscape project to Terra Engineering on September 16, 2013, and awarded an amendment to the agreement for an additional $6.334 on May 19, 2014, due to scope increases as a result of IDOT requirements.
