As directed by the Village Board at the August 1st Board meeting, staff has prepared the plans and cost estimates for installing a pinch point on the 500 block of North Taylor to calm traffic and address safety concerns related to the BP gas station at Taylor and Chicago.  The costs for the pinch point are estimated at $6,000 and the pinch point can be installed as part of the current 22-2 Resurfacing of Various Streets project this fall, pending Village Board approval.   This item is a change order to include this scope in the project and adjusts the approved contract amount from $3,199,000 to $3,205,000.

There are available funds in the FY2022 Budget for this change order in the Capital Improvement Fund, Public Works - Engineering, Traffic Calming Improvements account no. 3095-43780-101-570955. 

 

Background

As directed by the Village Board at the August 1st meeting, staff has prepared designs and costs to install a pinch point on the 500 block of North Taylor to address concerns about traffic speeds on the block and safety concerns related to the BP gas station at the Chicago Avenue intersection.  A sketch showing the location of the pinch point is attached which is located between the BP gas station and the alley.  This location was determined to meet the intent of providing a separation from the commercial area along Chicago Avenue and the residential area to the north and to be located at a place that does not impact drainage and keeps construction costs lower.  The costs for creating the pinch point are estimated at $6,000 based on the contract costs for the current street resurfacing project which is underway in the Village.   This change order adjusts the contract amount with R.W. Dunteman Company for Project 22-2, Resurfacing of Various Streets, from $3,199,000 to $3,205,000.  Pending Village Board approval, the pinch points would be installed this fall. 

 

Based on the direction received at the Village Board meeting on August 1st, staff ordered the temporary rumble strips which should be delivered in late September and will be installed shortly thereafter by staff.  The Village has already deployed a speed radar trailer on these blocks.  

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.

 

Previous Board Action

At the August 1, 2022, Village Board meeting, the Village Board approved a Motion to concur with the Transportation Commission’s recommendations, as amended by staff, to implement portable speed radar signs or speed wagons on an intermittent basis on the 500 and 600 blocks of North Taylor Avenue and to install rumble strips on Taylor by the alley north of Chicago Avenue, and directed staff to determine costs and locations for a pinch point.  

 

At the June 6, 2022, Village Board meeting, the Village Board approved a contract with R.W. Dunteman Company for Project 22-2, Resurfacing of Various Streets, in an amount not to exceed $3,199,000.

 

Citizen Advisory Commission Action

At its June 14, 2022 meeting, the Transportation Commission recommended the following:

 

1.                     Support the Staff recommendation to implement portable speed radar signs or speed wagons on an intermittent basis on the 800 blocks of North Cuyler Avenue and North Harvey Avenue. 

2.                     Install a rumble strip across North Taylor Avenue in the section between Chicago Avenue and the east-west alley north of Chicago Avenue
