Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. Overview

The Engineering Division opened bids on November 10, 2022, for Project 23-5, Division St. Sewer & Water Improvements. The project includes installing new sewer and water mains on Division Street at various locations and rehabilitating an existing sewer on Division Street. Eight bids were received. The lowest responsible bid was submitted by Cerniglia Co. in an amount of $1,423,027, which is below the engineer’s estimate and represents a competitive bid.  Construction work is planned for the spring of 2023.

Fiscal Impact

The low bid of $1,423,027 is under the budgeted amount for the project.  The proposed FY2023 Budget includes $1,675,000 for this project in the Water and Sewer Fund.  The project is proposed to be funded using $762,000 from the Water and Sewer Fund, Public Works - Sewer, Sewer Collection, Capital Improvements account no. 5040.43750.781.570707 which has $975,000 budgeted for this project and $662,000 from the Water and Sewer Fund, Public Works - Water, Water Distribution, Capital Improvements account no. 5040.43730.777.570707 which has $700,000 budgeted for this project. 

 

Background

Division Street was last resurfaced in 2007. It is programmed to be resurfaced under a separate project in 2023. Prior to the resurfacing, this separate, locally funded sewer and water improvements project will include sewer lining from Hayes Avenue to Humphrey Avenue to address structural issues, sewer replacement from Grove Avenue to Oak Park Avenue which was identified as a recommended project in the Village’s Combined Sewer System Master Plan Report to address basement backups, and a new sewer main west of Ridgeland to replace a deteriorated small diameter pipe. Water main replacement is from East Avenue to Elmwood Avenue to improve fire flows in the area which was identified as a recommended project in the Village's Water System Master Plan Report.

 

Construction is planned to start in the March of 2023 and last until approximately June.  The work will require road closures on sections of Division Street and closures of Oak Park Ave for a portion of the work.

 

Alternatives

The alternative to this recommendation could be to delay action to gain additional information.
