Overview
S.W. Schmitz, LLC,d/b/a Automatic Control Services (ACS) is the Village’s current contractor providing Supervisory Control and Data Acquisition (SCADA) Integration services. In 2021, ACS was selected as the lowest bidder from an open bidding process. The agreement includes the option for two one-year renewals. S.W. Schmitz, LLC, d/b/a Automatic Control Services did excellent work in 2021 and 2022. Staff recommends exercising the second and final renewal with ACS.

Fiscal Impact
The proposed Fiscal Year 2023 provides a total of $75,000.00 for Supervisory Control and Data Acquisition (SCADA) system maintenance and upgrades in the Water and Sewer Fund, Capital Improvements, account No. 5040-43730-777-570707 ($50,000.00) and External Support, account No. 5040-43730-776-530667 ($25,000.00)
Background
The Village of Oak Park’s (Village) SCADA system is a tool used by the Village’s water operators to interface with the equipment used to supply water to the Village’s distribution system. This system includes hardware and software used for the automation of the water treatment and supply process. SCADA is an integral component of the water supply system and requires ongoing maintenance to ensure that it always functions properly.
The Programmable Logic Controller (PLC) at the Village’s Central Pump Station is the control module of the Village’s Scada System. The module is obsolete and may not be able to be repaired if it failed. Its replacement is scheduled for 2023 as part of the Village’s Capital Improvement Plan. The majority of the cost ($50,000.00) associated with this contract is tied to the replacement of the SCADA cabinet and PLCs at the Village’s Central Pump Station.
The contractor, S.W. Schmitz, LLC, d/b/a Automatic Control Services, has successfully completed this contract work for the Village in 2021 and 2022. Staff recommends the approval of this second and final agreement renewal for 2023.
