Overview

The Engineering Division opened bids on February 16, 2023, for the Forest and Ontario Traffic Calming Improvement project.  Two contractors picked up bid documents and two bids were received.  The lowest responsible bid was submitted by R.W. Dunteman Co. in an amount of $1,074,500, and represents a competitive bid.  The project includes resurfacing of Forest and Ontario, replacing the tall street light lighting with low-level pedestrian lights, crosswalk improvements, landscaped medians, and brick and limestone monuments all to help slow traffic, improve pedestrian safety, and create a more residential feel to the area.  Construction work is planned to start in late spring and last until early fall due to longer lead time items for electrical and lighting.

Background

Per the Planned Development Ordinance for the Albion Development, the Village received $340,000 for the municipal arboretum and the North Forest Avenue traffic calming project.  The funds are intended to be used to enhance the area nearby the development with additional landscaping and for traffic calming. 

 

Staff met multiple times with the residents on Forest Avenue north of the Albion development and collectively developed proposed improvements to calm traffic, improve pedestrian safety, add landscaping, replace deteriorated pavers, and restore the residential character of the area north of the development with changes to street lighting.  An additional scope was added to the project to include the resurfacing of Forest and Ontario Streets due to the extremely poor condition of Ontario Street. 

 

The Village received two bids for the construction of the project with the low bid from R.W. Dunteman Co.  Construction is planned to start in the March of 2023 and last until approximately October due to longer lead times for electrical and lighting items. 

 

Fiscal Impact

The project is proposed to be funded using $233,166 of Community Development Block Grant (CDBG) Funds for 21.7% of the costs of the work and $841,334 of Capital Improvement Funds (CIP) for the remaining balance of the project.

 

The FY23 Budget includes $155,000 in CDBG funds for this project.  Based on the low bid, there is $233,166 of work which qualifies for CDBG funds for streets in low-moderate income areas and for sidewalk ramp replacements.    Pending Village Board concurrence, staff will prepare an Amendment to the 2021 Action Plan for Village Board approval to reflect the additional $78,166 in CDBG funds being used for this project and submit a Budget Amendment at the next available Budget Amendment to transfer these funds to the CDBG account for VOP Streets & Sidewalks.

 

The FY23 Budget includes $488,000 in the Capital Improvement Fund, Public Works - Engineering, Traffic Calming Improvement account no. 3095-43780-101-570570955 for this project.  Pending Village Board concurrence, staff will present a future Budget Amendment at the 1st Quarter Budget Amendment to carry forward $353,334 in unspent FY22 Capital Improvement Funds for this project from the Capital Improvement Fund, Public Works - Engineering, Traffic Calming Improvement account no. 3095-43780-101-570570955 as construction of the project was originally budgeted to start in 2022.

At the Village Board meeting on October 4, 2021, the Village Board approved an Amendment to the Professional Services Agreement Between the Village of Oak Park and Site Design Group, Ltd. for Landscape Architecture and Engineering Services for the Forest and Ontario Traffic Calming and Landscaping Project to Change the Not to Exceed Amount from $56,736 to $66,736.

 

At the Village Board meeting on September 16, 2019, the Village Board approved a Professional Services Agreement with Site Design Group, Ltd. for the Design of Traffic Calming and Landscaping Improvements for the Forest and Ontario Area, in an Amount Not to Exceed $56,736 as Reviewed at the September 9, 2019, Special Meeting.

 

At the Village Board meeting on October 2, 2017, the Village Board Adopted an Ordinance Granting a Special Use Permit for a Major Planned Development for a Mixed-Use Development with Residential and Commercial Uses at the Property Located at 1000 Lake Street.   

 

Citizen Advisory Commission Action

The Historic Preservation Commission reviewed the proposed project at its September 9, 2021 meeting and issued the project a Certificate of Advisory Review.
