Regular Village Board meetings are typically held at 7:00 p.m., the first three Tuesdays of each month in Council Chambers of Village Hall (room 201), 123 Madison St. When a Regular Meeting falls on a holiday, the meeting typically is held the following night. The Village of Oak Park (the “Village”) will allocate an additional $87,451 in CDBG returned funds, to the following CDBG infrastructure projects by the Public Works Department to be completed PY 2022 October 1, 2022 - September 30, 2023. 1) $78,166 for resurfacing, street lighting, and landscaping on Census Tract 8123.01 Block 2 and 2) $9,285 for alley improvements on Census Tract 8123 Block 1 and 8125. The additional funds being reallocated is due to the bids selected to complete these projects were over budget.

DEI Impact

Community Development Block Grant (CDBG) program requires that each activity funded, except for administration, meet one of three national objectives. The three national objectives area: 1) benefit to low- and moderate-income (LMI) persons; 2) Aid in the prevention or elimination of slums or blight; and 3) Meet a need having a particular urgency. An activity that does not meet a national objective is not compliant with CDBG requirements.

 

Oak Park CDBG program focuses on the first national objective which benefits low-and moderate-income persons. This objective includes the following eligible activities: Area benefit activities (LMA), Limited Clientele Activities (LMC), Housing Activities (LMH), and Job Creation and Retention Activities (LMJ).

Previous Board Action

On August 1, 2022, the Village Board approved Resolution 22-182 to reallocate PY2020 funds to PY21 for this Public Works Activity.

 

On June 21, 2022, the Village Board approved Resolution 22-143 to approve PY2022 funds for Public Works activity.

 

On August 1, 2021, the Board approved the Village’s 2021 Action Plan, which finalized CDBG funding levels for PY2021 Public Works projects to be carried out by CDBG Subrecipients and Village Departments.

 

Citizen Advisory Commission Action

The Community Development Citizen Advisory Commission (CDCAC) only reviews fund requests from non-profit applicants, the CDCAC does not review Village of Oak Park Public Works agreements. Staff reviewed the request in this case.

 

Anticipated Future Actions/Commitments

After the Board approves the Amendment to the Agreement, a 30-day public comment period begins for a substantial amendment to the PY2020 Annual Action Plan. The Village will advertise the amendment and the public can review these and provide comments until April 25, 2023. There will be a public hearing on April 25, 2023. Afterward, a Request for the Release of Funds will be submitted to HUD for Authority to Use Grant Funds.

 

Intergovernmental Cooperation Opportunities

As a member of the Cook County HOME Consortium, the Village will amend the Annual Action Plan in partnership with Cook County.
